The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.
Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.

THIS IS NOT A TELEWORK POSITION. CANDIDATE WILL BE REQUIRED TO WORK IN THE TALLAHASSEE (HQ) OFFICE.
This is a highly responsible and professional position serving as an OPS Overdose Prevention Specialist within the Prevention unit . The ideal candidate will be a collaborative team player who works seamlessly across all sections within the program office. This role requires the use of independent judgment, a proactive approach to responsibilities, and exceptional attention to detail. Specific Duties and Responsibilities include:
- Assist with overdose prevention/naloxone and harm reduction trainings and other aspects of the Department’s Overdose Prevention Program, including conducting outreach to enroll new providers and developing partnerships, providing technical assistance, approving/submitting naloxone orders, and tracking monthly naloxone data.
- Develop and implement processes and procedures that facilitate access to treatment, such as mobile buprenorphine programs and medication-first models for MAT.
- Conduct monitoring of SOR-funded MAT providers through secret shopper calls or similar initiatives to ensure providers are implementing low-barrier access to MAT and educating community members seeking services about all MAT options and offering naloxone.
- Conduct literature reviews and summarize findings regarding harm reduction strategies, including syringe access and medication-first MAT models.
- Assist with preparing naloxone data for required SOR reports.
- Other assignments as needed related to the State Opioid Response grant.

Minimum Qualifications:
- A bachelor's degree from a college or university in public health or a related field is preferred and four years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
- A master's degree from a college or university can substitute for one year of the required experience.
- Professional experience as described above can substitute on a year-for-year basis for the preferred college education.
Preference will be given to applicants who have:
- Experience providing direct harm reduction services to people who use drugs.
- Experience providing technical assistance to organizations/providers.
- Experience collecting and analyzing data from providers.
- Experience drafting and compiling reports.
- Experience monitoring programs/projects for their overall quality and effectiveness.
