This work will entail providing training and performance feedback to supervisors; monitoring quality assurance reports; identifying issues; implementing action plans and providing direction for further evaluation and follow up; staffing and approving personnel actions; and prioritizing and coordinating program activities in conjunction with CCR leadership. The Program Administrator will ensure appropriate use of staffing resources based on workload and caseload data; establish goals and objectives for district performance; evaluate budget requests and assist in monitoring budget expenditures; oversee special investigations and share in licensing decisions regarding enforcement actions, adverse actions, and judicial actions; may conduct high profile administrative reviews for the program; will represent the agency at hearings, trials and depositions; will represent the agency in working with local boards, community organizations, and legislative representatives and their staff. The position interacts with Texas Department of Family & Protective Services, operation staff, professionals in the community, legislative staff, legal personnel, provider organizations, and the general public. Essential Job Functions (EJFs) Manage and develop the performance of supervisors who report directly to the position and those that are assigned to the position's area-of-responsibility. Case management and daily operations: Responsible and accountable for ensuring supervisors and their employees have completed case management actions and processed decisions in accordance with the Child Care Regulation Handbook (CCRH), Human Resources Code (HRC), and Texas Administrative Code (TAC) to ensure the health, safety, and well-being of children in care. Enforcement Actions: Responsible and accountable for ensuring supervisors and their employees have taken enforcement actions, when necessary, in accordance with the CCRH, HRC, and TAC to ensure the health, safety, and well-being of children in care. Community Engagement: Responsible and accountable for ensuring supervisors participate in community engagement activities. In addition, the employee participated in activities to inform the public and stakeholders about the program. Professional development: Through continuing education, employee maintains current knowledge of child development, regulatory practices, health and safety, applicable law and rule, and related fields to support the mission of CCR. Other duties as assigned: Employees are sometimes assigned tasks that are not specifically related to the employee's essential job functions; however, they are equally important and must be accomplished with the same professionalism as regular work. Knowledge, Skills And Abilities (KSAs) Leadership and management experience. Regulatory experience in compliance with law, rules and policy. Ability to establish and maintain effective working relationships with internal and external stakeholders. Excellent communication skills, both verbal and written. Ability to strategically plan and manage staff performance covering a large geographic area. Ability to analyze and use data to improve district performance. Ability to prioritize and manage multiple responsibilities. Ability to work with minimal supervision and demonstrate independent judgment. Registrations, Licensure Requirements Or Certifications N/A Initial Screening Criteria Bachelor's degree Five years of regulatory experience, preference in Child Care Regulation. Two years of management experience Additional Information This position will be headquartered at 3635 SE Military Dr. San Antonio, TX. This position requires overnight travel, on call responsibilities, and must be available to employees and district director after hours.
