Project/Unit Description In our data-driven society, we convert data to actionable information and communicate the resulting decisions to others. In response to that need, the Information and Communications Laboratory is a fundamental and applied research laboratory focused on transdisciplinary research across the entire information science hierarchy. The laboratory has over 200 research and support personnel working on over $50M of funded research per year. ICL's fundamental strength is Information Science, a discipline that investigates the properties and behavior of data and information, the flow of data and information in systems, and the means of processing information for optimum accessibility and usability. ICL has broad and deep capabilities across the data science hierarchy of needs, and our key areas of research focus on systems that adapt to their operational environment, as well as scalable enterprise system modernization and transformation. Core research areas include (alphabetically): advanced computing systems, artificial intelligence and machine learning, communications, data analytics, decision support systems, electronic warfare, embedded software, enterprise applications, 5G/FutureG, health analytics and informatics, information science, interoperable data architectures, the intersection of cognitive performance and artificial intelligence, radio frequency (RF) propagation modeling, socio-technical systems, software-defined RF systems, spectrum analytics, STEM education, and trusted systems. ICL conducts research that solves complex problems for a range of domains, including national security, health, intelligence, law enforcement and justice, and economic impact for the state of Georgia.
This position will be based out of the Quantico Field Office, located in Stafford, Virginia. GTRI has had a presence on or near the Quantico Marine Corps Base for more than 25 years. GTRI has a history of supporting MARCORSYSCOM, MARCORLOGCOM, PEO Land Systems, Marine Corps Warfighting Lab, and other USMC organizations. The purpose of this role is to secure existing and establish new strategic funded partnerships with USMC or other National Security entities in the greater Washington, D.C. area -- connecting the mission-focused University Affiliated Research Center expertise of GTRI with imminent and emerging requirements. In addition to securing and establishing new partnerships, this role will also oversee the execution of programs and contracts, leveraging the on-site presence and locality to improve responsiveness to our sponsors and overall project outcomes. This position will report directly to the ICL Director to reinforce the GTRI-wide potential for impact and influence.
Business Development (BD) Managers provide direct support for GTRI-wide customer engagement, contract vehicle capture activities, and contract/program management. Customer engagement includes developing, establishing, and maintaining relationships between GTRI, strategic partners and customers, especially the Department of Defense. In support of GTRI leadership, BD Managers identify, develop, and implement near-term and long-term business strategies relating to GTRI science and technology (S&T) and research, development, testing and evaluation (RDT&E) activities. BD Managers actively identify potential sponsors and opportunities, coordinate staffing requirements with laboratory leadership, and provide and manage contract vehicles to support GTRI research staff and technical activities.
Key Responsibilities- Support BD activities for Laboratory and Division and often coordinates with other BD Managers and Lab Management for multidisciplinary efforts
- Provide support for Laboratory and Directorate-wide customer engagement, contract vehicle capture activities, and contract/program management
- May serve as the initial and primary interface between research sponsors and GTRI research laboratories
- Aid in development and maintenance of relationships between GTRI, strategic partners and customers, especially the Department of Defense -Provide inputs to Laboratory and Division leadership for strategy development, and strategic vision
- Aid in identifying potential sponsors and opportunities, coordinates staffing requirements with laboratory leadership, and occasionally provides and manages contract vehicles to support GTRI research staff and technical activities
- Assist with coordination and support for customer engagements and VIP visits.
- Assists Laboratories and Divisions with establishing and executing contract vehicles
- Aid in marketing and facilitating the establishment of new contract vehicles with Government sponsors
- Support and occasionally lead capture team, proposal writing, and/or ensures support for GTRI IDIQs and task orders that cut across Laboratories and Directorates
- Maintain awareness of "non-traditional" contracts/agreements (e.g., Other Transaction Authority (OTA) contracts, Proprietary Information Agreements (PIA), Master Research Agreements (MRAs), etc.)
- Contribute to business operations support as needed to promote synchronization of business activities (e.g., teaming agreements, conflict of interest determination, etc.)
- Assist with contract/program management support for nascent and strategic GTRI-wide IDIQs and task orders contracts as required
- Aid security coordination to enable researcher access and support (e.g., DD254s, CAC/PKI cards, SCI clearances, network connectivity, etc.) as required and as applicable to the contracts they manage
- Develop a specific USMC engagement strategy, highlighting current and emerging needs with USMC and potential alignment with GTRI core competencies
- Execute on above strategy through targeted engagements with potential sponsoring agencies and representing GTRI expertise alignment.
- Lead and execute on externally funded projects, programs, and contracts
- Contribute as an individual performer on funded projects
- Lead and contribute to white papers (i.e., unofficial proposals) and proposals for potential funded research
- Past experience working with or for the United States Marine Corps
- Experience with development and execution of a business strategy, which can include as a unit commander overseeing execution of an organizational mission
- Active security clearance
- Experience as an USMC Officer, specifically with experience working with MARCORSYSCOM, MARCORLOGCOM, MCWL, PAE Marine Corps or PEO Land Systems.
- Familiarity with one or more of ICL's technical domains, as captured above
