The successful candidate may be eligible for in-state hybrid work, which consists of performing duties onsite in a standard office environment and working remotely. Currently Operations & Finance Division has 1 day a week in office requirement. Hybrid remote work options What You Will Be Doing You will provide fiscal leadership, support and resources to diverse programs funded through other funds from private donors throughout the state that are designed to increase the skills, knowledge, and career opportunities for Oregonians. This position will have primary responsibility to reconcile scholarship funds, and track, compile, and generate information to ensure accurate and timely reporting of various scholarship programs. This position is responsible for providing support and accounting for revenues, transfers, and expenditures in accordance with government accounting standards, Oregon Accounting Manual (OAM) and Generally Accepted Accounting Principles (GAAP). The Work at a Glance Reconcile over 600 scholarship fund accounts between SFMA and subsystem, collaborating regularly with OSAC Scholarship Team to identify discrepancies and ensure alignment of financial data. Initiate corrections and adjusting entries; independently investigate root causes of errors and recommend corrective measures to prevent recurrence. Design, implement, and maintain scalable reconciliation systems and procedures to ensure long-term sustainability across OSAC's scholarship programs. Design, evaluate, and maintain internal accounting controls for scholarship fund operations to ensure data integrity, prevent recurrence of systemic errors, and safeguard assets. Independently analyze nonstandard or complex transactions arising from donor agreements, program rules, and subsystem variances, determining and initiating the appropriate accounting treatment. Serve as the subject‑matter expert on scholarship fund accounting, providing technical guidance to OSAC scholarship staff and other internal partners on reconciliation, fund structure, and compliance requirements. Develop and implement enhancements to subsystem and SFMA reconciliation processes to increase accuracy, strengthen controls, and reduce reconciliation cycle time. Use professional judgment to resolve complex accounting discrepancies requiring research, trend analysis, and application of GAAP, OAM, and agency policy. What We Need (Minimum Qualifications) Possession of a Certified Public Accountant or Certified Government Financial Manager certificate AND two years of accounting experience equivalent to Accountant 1 work to include setting-up ledgers, account codes and controls, and modifying accounting systems; OR A Bachelor's degree in accounting, or in any discipline that includes or is supplemented by 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND two years of accounting experience equivalent to Accountant 1 work to include setting-up ledgers, account codes and controls, and modifying accounting systems; OR 32 quarter (21 semester) credit hours from an accredited institution in Accounting AND four years of related accounting experience to include a) classifying, analyzing, and reconciling financial data and records; b) designing, recommending, and installing modifications of accounting methods, procedures, forms, and records; c) preparing financial statements and reports; d) analyzing and interpreting laws, regulations, codes, and ordinances to ensure the legality of financial transactions; and e) analyzing, interpreting, and making recommendations related to accounting transactions, accounts, and account relationships resulting in accounting entries. Desired Attributes/Skills Advanced knowledge of GAAP, OAM, GASB, and governmental accounting standards. Experience designing or improving accounting systems, controls, or reconciliation processes. Proficiency with large accounting systems (R*STARS preferred) and query/reporting tools. Ability to independently analyze and resolve complex or nonstandard transactions. Demonstrated ability to design scalable reconciliation processes for high‑volume, multi‑fund operations. Experience developing clear process documentation, workflows, training resources, and supporting long‑term systems sustainability. High degree of accuracy, attention to detail, and professional discretion. Ability to provide technical guidance to OSAC scholarship staff and partners, translating complex accounting concepts for non-accounting audiences. Fine Print Salary Range: $5,458 - $8,352 (the range listed is the Non-PERS salary range.) Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
