Paralegal IV supporting Healthcare Fraud at the US Attorney's Office

The Sr Paralegal will support on-going criminal and civil health care fraud prosecutions. In this role, you will be supporting the overall mission of the United States Attorney's Office (USAO). Assesses, collects, examines and analyzes data, evidence and other information from a variety of sources, including internal data review platforms such as Everlaw and Relativity and including public access and law enforcement databases.
Works with assigned AUSAs and federal law enforcement to establish and/or verify relationships among all facts and evidence obtained or presented to understand and assess the importance of various documents and to corroborate witness statements and otherwise build proof necessary for successful affirmative civil litigation or criminal prosecution.
Examines books, ledgers, payroll, cost reports, billing statements, invoices, correspondence, computer data and other records commonly obtained in health care fraud investigations from various health care providers, to include doctors, hospitals, and various corporations in the health care industry, in order to assist in the assessment of health care fraud allegations and legal responsibility for any substantiated fraud.
Prepares a variety of technical legal documents that are characteristically complex in format. Reviews incoming documents and material, consider the nature and the status of the case involved, and with limited instructions from AUSAs prepares indictments, arrest warrants, summonses, true bills, motions, orders, non-disclosure applications and orders, stipulations, plea agreements, grand jury and trial subpoenas, and legal memoranda.
Clarifies the target suspect or organizations' pattern of operations to identify information relevant to the legal issues involved, and to recommend valuable approaches of investigation to law enforcement officials, investigators, or auditors working on specific segments of the case. Obtains required information from criminal case files, law enforcement agencies, or other sources, to include in legal documents before submitting to the appropriate AUSA for review. Ensures when preparing recurring legal documents that they conform to local court rules and the rules governing style and format.
Assists attorneys to prepare for trial by independently compiling trial and witness notebooks, preparing and organizing trial exhibits, assembling jury instructions, and compiling witness and exhibit lists. Coordinates with the victim/witness specialist to ensure adherence to current Departmental guidelines relating to victims' rights and services responsibilities.
Notifies case agents and appropriate office staff of victim/witness issues.
Using original and online legal resources including Westlaw and/or Lexis/Nexis, verifies legal citations and statutory references contained in legal documents. Research to confirm that citations are accurate, complete, and consistent with source material. Proofreads, edits, and revises legal briefs. Electronically files legal documents with the U.S. District Court using the CM/ECF system.
Develops and organizes tables of contents and indices to briefs in accordance with established format. Lists cited cases, opinions, and miscellaneous references in briefs. Composes original correspondence which requires a good working knowledge of legal procedures and specialized terminology, e.g., transmitting proposed orders to court, requesting extensions of time in certain cases, advising of actions taken or developments in cases referred by other federal departments and agencies, and notifying attorneys representing defendants of various issues. Scans/inputs and links case-related materials into electronic discovery databases and manages those databases. Uploads/downloads into those discovery databases documents and materials received from local, state, and federal law enforcement partners consisting of investigative and forensic reports, bank records, electronic communication records, and audio and video files provided in varying file formats.
Manages discovery processing and production. Proficiently bates-stamps and redacts discovery materials using Adobe Acrobat and may employ discovery processing techniques using IPRO Eclipse. Sends continuing discovery to defense counsel as directed by the assigned AUSA. Maintains the electronic case files, enters data in the case management system, calendars deadlines using MS Outlook, prepares and files conflict of interest and case opening forms in the electronic case file. Prepares files for closing by ensuring all correspondence, relevant pleadings, conflict of interest forms, investigative materials, discovery produced, grand jury materials, court and witness transcripts, and closing sheet are included in electronic case file and are appropriately executed by the assigned AUSA.
Assists AUSAs by collating all necessary pleadings for hearings set the following day after checking the court calendars.
Performs docketing duties which involves tracking case filings using the case management system. As necessary, performs searches, generates reports, and analyzes data produced from the case management system to determine case status and reconcile inconsistencies. Responds to email and telephone calls, refers inquiries to appropriate staff, and furnishes information as appropriate concerning pending and closed matters, functions, and general office procedures.
Determines which matters should be referred to AUSAs based on the urgency of the matter.
Utilizes a range of office software applications to produce written documents and materials. Those applications include, but are not limited to, Microsoft Word, Outlook, Excel, PowerPoint, and Access, and Adobe Acrobat. Assignments may include integrating output from different software types, e.g., tables produced through database applications, and charts and graphs produced through electronic spreadsheet applications, into word processing or desktop publishing text.
Products include complicated tables, graphs and charts which may be incorporated into legal documents or courtroom presentations. Proofreads all documents to ensure that they contain proper format, spelling, punctuation, capitalization, and grammar.
Uses resourcefulness and initiative to continue to develop information through further fact finding until enough evidence is gathered to support a legal or administrative decision within criteria established by applicable laws, rules, or regulations.
Assist attorneys; provides Paralegal II & III review.
Directs and supervises the work of paralegal and other contractor staff, particularly on major paralegal support efforts, such as large legal research projects, or major in-courtroom support.
Monitors work and reports on progress; responsible for ensuring that work meets requirements and is delivered on time.
Troubleshoots and performs quality control spot- checks. Must be able for formulate administrative and technical procedures for getting the work done.
Performs complex legal factual research.
Designs and develops systems and procedures for tracking, controlling, and managing case files, exhibits, and other case specific materials. Assists trial staff in coordination with expert witnesses.
Arranges for access to appropriate Department of Justice libraries and other legal research facilities.
Coordinates with other Contractor support components in order to accomplish work.

Requirements
Bachelors of Arts or Bachelors of Science degree
Must have valid State driver's license
Minimum five (5) years of professional work experience
Proficient in Microsoft Office applications
Proficient with document review platforms such as Everlaw or Relativity
Ability to make responsible decisions on short notice and adapt to unexpected developments
Physically located within the general geographic commuting radius of the USAO office
Experience and expertise in performing the requisite services
Ability to consistently deliver highest quality work under extreme pressure.

This position requires U.S. Citizenship and a 7 (or 10) year minimum background investigation. The Senior Paralegal provides legal support services for the Assistant U.S. Attorneys (AUSAs) who are the Criminal Health Care Fraud Coordinator and the Civil Health Care Fraud Coordinator within the Fraud and White Collar Unit. The Fraud and White Collar Unit works on various criminal and civil cases and investigations to enhance efforts to combat health care fraud committed against the United States and to hold individuals and entities appropriately accountable.
