Human Resources Manager

Johnson City Eye Clinic is seeking a full-time Human Resources Manager to lead day-to-day HR operations on-site in Johnson City, TN. In this role, you will help keep the organization compliant with federal and state healthcare employment requirements while supporting a positive workplace through strong employee relations and process-driven HR leadership. What you’ll do Develop and implement HR and compliance policies and procedures for Johnson City Eye Clinic and Surgery Center, including HIPAA, OSHA, Stark Law, Anti-Kickback Statute, and Fraud, Waste and Abuse. Ensure compliance with federal and state healthcare laws and regulations, including HIPAA and CMS regulations. Oversee employee relations by managing employee relations issues and collaborating with appropriate supervisors to resolve concerns. Supervise recruitment and retention, including recruitment strategy development, retaining top talent, and planning and conducting new employee orientation and onboarding. Handle disciplinary actions, plan and conduct terminations and out-processing, ensuring required documentation is maintained and supporting follow-ups related to potential unemployment claims, appeals, and hearings. Maintain and keep current employee records while ensuring compliance with applicable federal and state laws. Review, update, and stay current with employment practices and labor laws to meet regulatory requirements. Manage and maintain the facility’s compliance program, including staff training and education related to employment law and EEOC guidelines. Serve as a primary point of contact for regulatory agencies and authorities, including the Office of Inspector General and the Department of Justice. Provide guidance and advice to management and employees on HR and compliance matters, and collaborate across leadership and staff to support compliance. Stay current with healthcare compliance and HR trends, and foster a positive work environment. Support the compliance and HR department through participation in budget management. Administer employee benefits and compensation programs. Excellent communication and interpersonal skills. Experience with HR software and systems. Strong analytical and problem-solving abilities. Effective organizational and time management skills. Knowledge of employment laws and regulations. Clear leadership and management skills. Optional: aPHR, PHR, SPHR, or SHRM-SCP certification is a plus.
