About the Position
Career Opportunity The city of Las Vegas is seeking qualified applicants for the position of Construction Project Representative . This position Coordinates, inspects, monitors and documents the work performed and progress of outside contractors on city capital improvement projects (CIP); represents the city on public construction projects; and performs a variety of technical tasks and special projects relative to assigned area of responsibility. The Construction Project Representative may also be assigned to a monitoring or quality assurance function over private consultant-managed CIPs. Supervision Received and Exercised Receives direction from the Construction Management Supervisor and higher level management staff. Type of Examination
A civil service examination will be conducted in accordance with the Civil Service Rules of the city of Las Vegas. The supplemental questions are the examination. Falsification of information may result in disqualification from a recruitment or removal from a city position. Additional information will not be accepted after the closing date. The supplemental questions are weighted 100% for placement on an eligible list, and must be worked on individually by the applicant only. The supplemental questions of all qualified applicants will be reviewed for placement on an eligible list.
The eligible list will remain in effect for a period of 6 months from the date of certification and may be extended for a period of up to 2 years.

Possession of one or more of the following certifications is required on the date of application, and must be continually maintained
ATSSA Traffic Control Supervisor (TCS) certification is desirable.

Essential Functions
- Administers a variety of contracts with outside service providers including construction activities; monitors the performance of contractors engaged in construction activities; maintains records of contract documentation; develops and maintains project reports, daily construction progress reports, project correspondence, and contract and project files; monitors project schedules, progress and budget.
- Works with private contractors, engineers, utility companies, architects and staff to resolve design and construction issues or utility conflicts.
- Performs quality control or quality assurance inspection for offsite and onsite improvements.
- Oversees and ensures that private consultants are providing the required level of inspection and testing.
- Conducts project progress meetings, and interfaces with design staff and consultants regarding contract documents and specifications, cost estimates and contractor cost proposals.
- Makes recommendations to approve construction progress payment and change orders.
- Makes site visits to assigned projects; inspects and monitors contractor compliance with contract documents and specifications, and state, federal and local laws, codes and ordinances.
- Prepares and submits or presents project reports as required.
- Assists management in evaluating the section's program effectiveness and in updating polices and procedures on an ongoing basis.
- Deals courteously with the public; answers questions and inquiries regarding contract activities.
- Maintains awareness of new developments and industry practices in the fields of contract administration and construction inspection and testing.
- Performs related duties and responsibilities as required.

- Soils Special Inspector from the International Code Council;
- NASSCO inspector certification for ITCP-CIPP or ITCP-MR;
- Inspector in the commercial building or structural field from a nationally recognized organization; the hiring manager will determine acceptable certifications on a case by case basis.

COMPENSATION Annual Base Pay Increases
- Negotiated as part of the collective bargaining process.
- Step (Merit) Increase - typically awarded on the anniversary date of hire, up to range maximum.

- Benefit eligible employees participate in the Public Employees' Retirement System of Nevada (PERS). PERS, a statewide defined benefit plan, calculates retirement benefits based on 2.25 percent (current percentage for employees hired 7/1/15 and after)for each year of service, applied to the employee's highest consecutive 36-month average salary. PERS also requires that employees share 50 percent of the PERS contribution, which is implemented by reducing the city's salary ranges. The highest consecutive 36-month average salary is increased commensurate with the salary range reductions required by PERS.
- The city offers a 457(b) Plan which is a government deferred compensation plan similar to a 401(k) plan. It offers both pre-tax and after-tax savings and investment options.
- Employees are covered the first of the month following date of employment. Five medical plans, two dental, and two vision plans are available. City pays 100% of employee premium + 50% of dependent premium.
- City provides $20,000 insurance at no cost.
- Additional voluntary life insurance and AD&D insurance available for purchase.
- City provides a long term disability policy:
- LTD: Employees who normally work at least 30 hours/week are eligible. Benefits may begin after 90 days of an approved disability leave. Payment is up to 60% of earnings, up to $11,000/month, and may not be supplemented with sick or vacation.
- Employees covered by a City health plan and their covered spouse and dependents over age 18 are eligible for a comprehensive wellness physical exam annually at no cost to them at ARC Health and Wellness..
- Year 1-2: 80 hours
- Years 3-7: 120 hours
- Y ears 8-10: 128 hours
- Years 11-15: 180 hours
- Year 16 and over: 200 hours
- Maximum accrual: 250 hours, if hired after 12/3/2014
- Sell-back: Up to 60 hours each year; must leave a balance of 40 hours in leave bank.
- City provides 12 paid holidays plus a birthday holiday.
