The Office of the Inspector General (OIG) is an independent office within the City Colleges of Chicago (CCC) with the authority to conduct investigations regarding waste, fraud and misconduct by any officer, employee, member of the Board; any contractor, subcontractor, consultant or agent providing or seeking to provide goods or services to CCC; and any program administered or funded by the District or colleges.Recommendations made by the OIG as a result of the agency's independent investigations and audits serve to promote economy, efficiency, effectiveness, and integrity in the administration of the District's programs and operations. The Inspector General is appointed by the Board of Trustees upon the recommendation of the Chancellor for a term of four (4) years, which may be renewed. PRIMARY OBJECTIVE Reporting to the Chancellor and the Board of Trustees, the Inspector General provides the leadership and vision, as well as the legal and investigative expertise necessary to effectively manage, direct and successfully execute the functions of the Office of the Inspector General.The position oversees all OIG investigations, audits/reviews, reporting, and administrative operations to ensure independent and effective identification, investigation, and prevention of waste, fraud, misconduct, and abuse. Performs related duties as required. ESSENTIAL DUTIES Develops and implements policies, procedures, and standards governing the conduct of fair, independent, accurate, and thorough investigations of complaints and audits/reviews of the Districts programs and operations. Initiates investigations and audits of the conduct and performance of the Districts officers, employees, members of the Board, agents and contractors, to identify and prevent waste, fraud, abuse, and misconduct. Directs a staff of professional investigators responsible for conducting confidential, complex, and specialized investigations of complaints and audit/reviews,preparing summary reports of sustained findings, and providing recommendations for corrective actions. Reviews complaints and allegations of misconduct received from internal and external sources.Assesses the nature and seriousness of allegations and determines the appropriate level of response. Provides direction and advises Investigators on strategic and legal investigative matters, investigative techniques, interviews, evidence collection, and assessment of findings. Provides final review and approval of summary reports documenting findings and results of completed investigations and audit/reviews, and recommendations to address sustained findings of misconduct, fraud, inefficiencies and waste. Prepares and delivers presentations and briefings for Board of Trustees meetings regarding OIG activities, findings, recommendations, and related matters as required. Oversees the preparation and publication of a bi-annual summary of investigations and auditsresulting in sustained findings of waste, fraud, or misconduct, and recommendations for disciplinary and administrative actions and other corrective measures. Establishes performance expectations for OIG staff; evaluates performance and addresses performance issues in accordance with HR policies. Selects staff within OIG.Directs professional development opportunities to ensure OIG staff maintain the knowledge and skills necessary to effectively perform their responsibilities. Develops and manages OIGs annual operating budget and monitors expenditures to ensure effective stewardship of resources. Coordinates and collaborates with federal, state and municipal law enforcement agencies and other external oversight entities as appropriate. Performs related duties as required. REPORTING RELATIONSHIPS Reports To Chancellor Direct Supervision Deputy Inspector General; Supervising Investigator QUALIFICATIONS A Masters degree from an accredited college or university in Business or Public Administration, Finance, or a related field, OR a Juris Doctor (J.D.) degree from an American Bar Association (ABA) accredited law school. A minimum of eight (8) years of progressively responsible experience in investigations, ethics, criminal law, law enforcement, labor/employment law, government oversight, or related fields, including at least six years in a management or leadership capacity. Demonstrated commitment to the highest standard of ethics, integrity, independence, and professional conduct. A valid State of Illinois driver's license, with the ability to travel throughout the District to various colleges, satellite locations, and other relevant sites as required. Designation as a Certified Inspector General (CIG), Certified Inspector General Investigator (CIGI), a Certified Inspector General Auditor (CIGA), Certified Fraud Specialist (CFS), or comparable certification strongly preferred. Demonstrated experience conducting and managing complex, large scale investigations involving fraud, misconduct, abuse, mismanagement, or other matters of significant organizational risk. Knowledge of District policies, procedures, and regulations. Knowledge of management theory, leadership principles, organizational practices. Knowledge of applicable federal, state and municipal laws and regulations regarding fraud, ethics, government oversight, and criminal and civil violations. Knowledge of investigative methodologies, evidence evaluation, case management, and reporting standards. Knowledge of investigative research and interviewing techniques. Demonstrated leadership and organizational management skills, with the ability to lead, develop, and manage a team of investigative professionals. Demonstrated creativity, with the ability to develop effective approaches to complex and evolving organizational challenges. Excellent interpersonal, verbal, and written communication skills. Excellent research, presentation, and organizational skills, with strong attention to detail. Strong analytical, critical thinking, and problem-solving skills, with the ability to evaluate complex information and develop effective solutions. Sound judgment and decision-making skills, with the ability to evaluate alternatives and determine appropriate courses of action. Ability to work independently, exercise initiative, and manage highly sensitive and confidential matters with discretion and professionalism. Ability to adapt effectively to changing priorities, evolving regulations, and a dynamic organizational environment. Ability to work effectively within a culturally diverse environment. Proficient in the use of Microsoft Office 365 (Word, Excel, PowerPoint, Outlook, Teams). $155,000 - $165,000 Offered salary will be determined by the applicant’s education, knowledge, skills, and abilities, as well as other factors such as internal equity.
