HSE Manager Department: Safety Employment Type: Full Time Location: Houston, TX Description Join Our Team! Are you passionate about safety? As a HSE Manager, you’ll play a vital role in developing and implementing operations HSE programs to the organization. Job Summary This person will be responsible for assisting with the development, implementing, maintaining, and supporting Cotton’s HSE programs and solutions for Cotton Divisions, company projects and strategic initiatives. The HSE Manager will be required to administer Cotton HSE programs across a spectrum of regional Cotton Division projects, seeking to protect the workforce, the public, and the environment. The HSE Manager will be responsible for mentoring HSE Specialists to ensure project sites throughout the enterprise follow government regulations and Occupational Safety and Health Administration (OSHA) regulations. The HSE Manager will simultaneously support multiple divisions and companies and interact with key leaders to ensure Cotton HSE Programs and corresponding strategic initiatives are implemented and continuously improved. Key Responsibilities Essential Duties and Responsibilities Assist in the development and implementation of the Cotton HSE Management System. Effectively communicate with operational, divisional and/or company leadership regarding HSE metrics, programs and policies implementation, and compliance of government regulations Review and deliver improvements to current HSE policies and procedures including but not limited to HSE management programs, employee training programs, safety and environmental incident response, and emergency/disaster response. Communicate all significant/catastrophic HSE incidents (i.e., major injury, fatality, spill, incident involving public, etc.) to management in real-time. Coordinate and manage external crisis communications efforts in close conjunction with the executive team. Communicate HSE performance and emerging trends inside and outside of the operating area to the leadership team and assist with development of mitigation strategies to reduce and prevent recurrence of incidents. Oversee Risk & Case Management organization in support of Operations. Strategic Partner: support and deploy the Operations strategy across the operations including transformational activities as it pertains to the EHS function. Influence and coach business leaders on development of robust action plans to improve safety performance and to implement strategy moving forward. Responsible for applying safety efforts that effectively communicate and support company policies consistently with a focus on incident prevention and loss abatement. Scheduling and supervision of direct report HSE Department employees. Conduct safety management system audits for department/region. Schedule work activities within Division/Region to best meet company needs. Request 3rd party safety as needed. Coordinate activities of 3rd party safety vendors. Conduct safety training/refresher training with employees. Assess the jobsite to determine if the scope of work can be safely performed. Support operations personnel in development of Site-Specific Safety Plan and Job Hazard Analyses as applicable. Ensure compliance of employees and contractors at job sites with HSE regulations and company policy. Stop work where violations of HSE policy or regulation can be seen and consult with operations personnel to council employees/contractors as appropriate. Conduct safety meetings and toolbox talks with employees and contractors. Conduct site inspections, assessments and/or audits to verify compliance with HSE regulations and company policy. Conduct incident investigations, identify root causes, and recommend corrective/preventive actions. Provide recommendations for onsite safety improvements. Interact with customers and applicable local/state/federal officials when needed. Maintain compliance with all OSHA Recordkeeping requirements, including but limited to OSHA 300 logs, training records, and other compliance programs requirements specified in 29 CFR 1910 and 1926, where applicable. Apply controls to mitigate identified risks. Enforce policy, provide coaching, and provide resources to the operating team to sustain successful operations. Drive the evolution of the organization’s safety culture by ensuring that all business strategies and safety initiatives align with the organization’s vision, mission, and goals. Maintain knowledge of safety, health, and environmental regulations at all levels of government, including federal, state, and local. Possess the ability to evaluate, document, and report on compliance with policies, procedures, rules, and regulations to ensure operational compliance. Successful implementation of injury reduction initiatives. Actively partner with Ops and provide needed support. Design and implement controls to mitigate identified risks. Enforce policy, recognize desired behaviors, or provide coaching to Ops. Align market priorities with organizational goals and objectives. Skills, Knowledge and Expertise Work Experience 5+ years of experience in HSE related position. 2+ years of supervisory experience preferred. Experience in Construction industry preferred. Experience in General industry (i.e., warehousing, manufacturing, etc.) a plus. Skills Ability to effectively support a large multi-site workforce. Proficient skills in project and time management. Ability to compile technical data and prepare technical and analytical reports. Ability to develop and conduct effective health, safety, and environmental training programs and meetings. Skilled in project management, problem-solving techniques, and communicating ideas and instructions clearly. Skilled in directing activities and operations of others, including activities involving hazardous situations. Proficient in Microsoft Office Suite applications. Effectively communicate HSE goals and expectations. Ability to travel throughout the United States and potentially beyond. Ability to work a schedule that may require late evenings, early mornings, weekends, and long extended hours without much notice. Education Bachelor’s degree or equivalent (preferred) in Safety Management, Safety Engineering, Occupational Safety and Health Technology, Environmental Science, or a related field Professional Licenses, Accreditations and Certifications Valid driver’s license required with an acceptable driving record in accordance with Cotton’s policy Professional safety certifications (e.g., CSP, ASP, CHST) preferred. Knowledge Working knowledge of federal and state regulations pertaining to Health, Safety, and Environmental regulations. Practical knowledge in areas such as fall protection, scaffolds, excavation, confined space, crane/equipment operations, electrical, incident investigation, and other safety-related areas. Working knowledge of case management and injury prevention strategies.
