Summary of the Role:

BEPC is seeking a highly motivated Lead Subcontracts Specialist to join our client’s site in Phoenix, AZ. This role will support the Mechanical Assembly Government Sourcing team by leading the end-to-end cycle of FAR Part 15 proposals and subcontracts supporting key government programs.

The selected candidate will be responsible for training and mentoring team members, leading assigned commodities, supporting proposal development through fulfillment of sales orders, and negotiating subcontracts or long-term purchase orders. This position will deliver compliant FAR Part 15 packages to the Government, work closely with the Pricing organization, and negotiate with suppliers to establish FAR Part 15-compliant subcontracts.

A key focus of the role is securing parts under contract within a FAR Part 15 environment, establishing long-term agreements that ensure stable and competitive pricing while maintaining compliance with acquisition regulations. Responsibilities include conducting market research, analyzing supplier cost and pricing data, leading contract and pricing negotiations, and rapidly placing parts under contract to support both short- and long-term business needs.

Summary of Duties and Responsibilities:

• Lead the end-to-end cycle of FAR Part 15 proposals and subcontracts.
• Support the Mechanical Assembly Government Sourcing team.
• Train and mentor team members.
• Lead assigned commodity categories within the team.
• Support activities from proposal development through fulfillment of sales orders.
• Negotiate subcontracts and long-term purchase orders.
• Deliver compliant FAR Part 15 packages to Government customers.
• Partner closely with the Pricing organization.
• Negotiate with suppliers to establish FAR Part 15-compliant subcontracts.
• Conduct market research.
• Analyze supplier cost and pricing data.
• Lead contract and pricing negotiations.
• Establish long-term agreements with suppliers.
• Execute FAR Part 15 subcontracts in accordance with FAR, DFARS, and applicable regulations.
• Build strong negotiation positions for contract execution.
• Manage key program suppliers.
• Develop supplier strategies to achieve overall best value.
• Drive contract penetration by quickly negotiating and placing parts under contract.

Qualifications:

• Bachelor's Degree in Business, Supply Chain, Finance, Contracts, or related field.
• Minimum of 3–5 years of experience in:
• Sourcing
• Procurement
• Supply Chain
• Legal & Contracts (L&C)
• Business
• Finance
• Subcontracting experience within a FAR Part 15 environment.
• Detail-oriented with the ability to manage multiple tasks simultaneously.
• Excellent communication and interpersonal skills.
• Strong negotiation skills and processes.

Preferred Qualifications:

• Experience working with subcontractors throughout all phases of the program lifecycle.
• Experience with Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFARS).
• Experience utilizing MS Office Suite, SAP, and other business tools used in subcontract management activities.
• Supply chain experience.
• Procurement experience within defense, aerospace, or a similar industry.
• Experience managing subcontract types including:
• FFP (Firm Fixed Price)
• CP (Cost Plus)
• CPIF (Cost Plus Incentive Fee)
• Experience with Truthful Cost or Pricing Data (TCPD).
• Ability to understand and negotiate terms and conditions.
• Ability to work independently.
