HUMAN RESOURCES SPECIALIST (MILITARY) - ACCELERATED HIRING AUTHORITY

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY) - ACCELERATED HIRING AUTHORITY, Position Description Number D2009000 and is part of the HI JFHQ G1, National Guard. LOCATION: Joint Force Headquarters, G1, Hawaii Army National Guard, Kapolei, Hawaii Responsibilities Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. Applicants must meet all qualification standards to be considered for the position. SUMMARY OF DUTIES: This position is located in the Military Personnel Office (MILPO) of the Army National Guard (ARNG). The purpose of this position is to serve as the Human Resources Specialist for the Officer Personnel Management (OPM) program, providing technical and administrative support on all matters pertaining to officer personnel. Serves as an advisor to commanders on assigned unit human resources (HR) program. Responsible for and oversees the direction of the EPM/OPM or Incentives program and functions as the technical expert. Responsible for and oversees the direction of SIDPERS and internal/external interfaces, and functions as the technical expert. Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert. Accomplishes and oversees the technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian. The incumbent processes a variety of officer personnel actions related to appointments, assignments, reassignments, transfers, and promotions, primarily by initiating and managing transactions in the Integrated Personnel and Pay System - Army (IPPS-A). This involves reviewing submitted actions and supporting documents for completeness and administrative accuracy before forwarding them for review The work includes receiving, tracking, and processing Officer Evaluation Reports (OERs), ensuring they are handled in accordance with regulatory timelines The technician uses IPPS-A to prepare, edit, and distribute routine military orders and other personnel documents as directed by the Officer Personnel Manager A key function is establishing and maintaining official Officer Personnel Management files and records, which includes scanning and uploading documents to personnel record systems and performing quality control checks. The technician serves as a point of contact for routine inquiries, providing factual information to officers and commanders on the status of pending personnel actions and explaining the proper procedures for submitting documentation. The incumbent also provides administrative support to officer promotion boards by assisting in the preparation of promotion packets, compiling board materials, and distributing results. Additionally, the technician assists the Officer Personnel Manager by tracking the status of ongoing actions within IPPS-A and compiling data for various statistical reports on the OPM program Performs other duties as assigned. Requirements Conditions of Employment Qualifications If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager. SPECIALIZED EXPERIENCE: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force. Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709. NOTES TO CANDIDATES: a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor. b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted. d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment. e. Include any volunteer work experience in your resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). f. Final selection will be based upon qualifications, suitability, and available manpower resources. g. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. h. Financial Suitability - It is the policy of the government not to deny employment simply because an individual has been unemployed or has had financial difficulties that have arisen through no fault of the individual. Information about an individual's employment experience will be used only to determine the person's qualifications and to assess his or her relative level of knowledge, skills, and abilities. Although an individual's personal conduct may be relevant in any employment decision, including conduct during periods of unemployment or evidence of dishonesty in handling financial matters, financial difficulty that has arisen through no fault of the individual will generally not itself be the basis of an unfavorable suitability or fitness determination. i. Candidates above the grade of E-6 must include in their application the willingness to take a voluntary downgrade in order to be considered. j. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement. k. Cost of living allowances (COLA) vary from island to island. COLA is subject to change without notice. l. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures. m. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. n. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system. o. Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures.
