The Project Services Manager is responsible for leading and directing the Project Services function providing strategic oversight, corporate governance, organizational alignment, and cross-functional integration across Procurement, Logistics, and Project Controls. The role manages and develops these three critical functions, ensuring resource optimization, risk management, and continuous improvement in support of both capital project execution (CAPEX) and operational fleet support (OPEX). The Project Services Manager ensures strict compliance, budget optimization, and seamless stakeholder management, aligning all activities to corporate objectives and the broader business unit strategy.

Duties and Responsibilities:

• Sets the strategic direction, vision, and long-term objectives for the integrated Project Services organization, aligning Procurement, Logistics, and Project Controls with broader corporate strategy and business unit goals.
• Drives cross-functional integration and structural alignment across the three departments, establishing seamless operational interfaces and eliminating silos to optimize capital project execution and operational fleet support.
• Establishes, governs, and enforces departmental policies, procedural frameworks, HSEQ standards, and ethical vendor compliance, ensuring full alignment with corporate guidelines and global regulatory requirements.
• Defines, monitors, and evaluates consolidated Key Performance Indicators (KPIs) and departmental metrics, delivering regular, forward-looking performance insights to senior leadership and clients.
• Directs high-level resource planning, personnel allocation, and workload balancing across Procurement, Logistics, and Project Controls, maximizing organizational effectiveness and staffing agility.
• Oversees enterprise-level risk assessment and change control frameworks within Project Services, ensuring cost, schedule, and commercial exposures are systematically identified, quantified, and mitigated.
• Represents the Project Services function in executive-level forums, serving as the primary interface with senior corporate leadership, external clients, global partners, and key regulatory bodies.
• Mentors, coaches, directs, and manages the team members of Procurement, Logistics, and Project Controls, managing their performance, promoting cross-training, and driving robust succession planning.
• Champions digital transformation, system integrations (such as ERP and integrated project controls software), and continuous improvement initiatives to enhance service quality and operational cost efficiency.
• Supports strategic project execution and tendering activities, ensuring that Procurement, Logistics, and Project Controls disciplines provide highly credible, integrated baseline estimates and schedule inputs for bids and proposals.

Qualifications & Experience: Bachelor's degree in engineering, supply chain, business administration, or related field. Project Management Professional (PMP) Certification preferred; Six Sigma, Lean, or equivalent process improvement certification preferred; None mandatory.

1015 years of progressive experience in project services within the energy, offshore, or EPC (Engineering, Procurement, and Construction) industry, including significant leadership responsibility over Project Controls, Procurement, and Logistics. Prior experience managing multi-disciplinary teams and implementing digital systems integration is strongly preferred. At least ten years of management or supervisory experience leading Procurement, Logistics and Project Controls in an Engineering environment required. Proficiency with corporate Project Controls databases and systems, including procedures, practices, methodologies, and WBS coding structures.

Experience with forecasting and review/audit tools to conduct periodic reviews of major project forecasts and audit EPCI project execution. Competence with proposal budgeting and EPCI CAPEX estimating systems for projects.

Proficiency with procurement systems and corporate procurement processes for project development and operations support.

Experience with cost reporting/analytics tools to provide feedback and drive continuous improvement in EPCI project costing.

Familiarity with finance/accounting interfaces used for proposal budgeting and CAPEX estimating.

Budget Planning & Cost Forecasting: Serves as a reference for Budget Planning and Cost Forecasting in complex, Client, or high-stakes situations, setting the approach and standards and guiding others.
