Responsibilities As a Management and Program Analyst, at the full performance level, you will perform the following duties: Serve as an expert analyst and/or advisor to executive management on a major mission or administrative program requiring application of a wide range of qualitative and quantitative methods to assess management support principles, processes, and system. Serve as an expert analyst and/or advisor to executive management on budget methodology and control; statistical research and performance measurement; information systems; management techniques and theories, organizational structure; planning and control systems; and public and congressional liaison. Direct, implement, coordinate, and oversee a major segment of an agency-wide or department-wide program. Serve as a senior advisor when representing DHS at meetings and conferences, as directed by the supervisor. Maintain liaison with members of the executive staffs of HSI, ICE, and DHS, as well as with Office of Management and Budget (OMB), U.S. Government Accountability Office (U.S. GAO), and Congressional Committee staffs, as appropriate. GS-13 You qualify for the GS-13 grade level if you possess one (1) year of specialized experience at the GS-12 grade level or equivalent performing duties such as: Resolving broad and complex planning, evaluation, control, and resource allocation problems Monitoring progress to ensure that realistic objectives and milestones are established Independently plans, designs, schedules, and carries out program initiatives Developing detailed plans, goals, and objectives for short and long-range implementation programs Facilitating and coordinating office projects and policy-procedural changes GS-14 You qualify for the GS-14 grade level if you possess one (1) year of specialized experience at the GS-13 grade level or equivalent performing duties such as: Planning, developing, and coordinating planning management through briefings, presentations, and conferences for executive management Ensuring that accuracy and timely information is available to management and policy officials Developing, implementing, and monitoring sophisticated management information systems that focuses on long and short range plans Directing the review of all submissions for substance, conformance with instructions, completeness, and authorizations Designing and administering planning and controls for submission of data, including forming the basis of budget and program resource requests Qualification requirements must be met by the closing date of this announcement.
