Job Summary
The Supervisor of Behavioral Health Services is responsible for the monitoring of assigned Behavioral Health staff's daily work and activities, ensuring a high level of productivity to achieve the department's overall performance metrics. The supervisor is responsible for triaging identified issues/problems and forms resolution within scope of work. Escalates appropriate issues to Manager. This position is responsible for functions related to developing and reviewing Behavioral Health policies and procedures, ensure adherence to state regulatory requirements, quality metrics, data collection and reporting, as well as providing education about the services offered within the Behavioral Health Department. The Supervisor will work directly with the staff assigned to triage and coordinate Behavioral Health inquiries and all program support needs. Additionally, the supervisor will interface and maintain strong collaborative relationships with cross-functional teams as well as County Partners, such as Regional Centers, Department of Mental Health (DMH), Department of Public Health (DPH) and Behavioral Health vendors. The Supervisor is also responsible for supporting clinical audits of Behavioral Health Treatment (BHT) providers to assess documentation integrity, treatment plan quality, and adherence to applicable state regulatory standards, escalating findings to leadership as appropriate. The Supervisor will monitor service utilization patterns to ensure delivery of services aligns with authorized treatment plans, clinical expectations, member needs and regulatory requirements.
The Supervisor is responsible for supporting Behavioral Health Senior Leadership team with projects, and initiatives, related to Behavioral Health.
The position supervises all aspects of running an efficient team, including hiring, supervising, coaching, training, disciplining, and motivating direct reports.
Duties
Responsible for the development, implementation and review of policies, procedures and workflows, job descriptions and/or proposals for the Behavioral Health team. Implement protocols to ensure compliance with all federal, state, and local health care regulations as they affect the provision of behavioral health services.
Establish and implement metrics to track and monitor productivity, measure performance and hold staff accountable.
Demonstrate leadership in triage and assessment decisions and communicate with team effectively. Responsible for oversight of any technical or informational resources as well as planning, organizing, and supervising the activities of assigned staff.
Supervise staff, including, but not limited to monitoring of day-to-day activities of staff, monitoring of staff performance, mentoring, training, and cross-training of staff, handling of questions or issues, etc. raised by staff, encourage staff to provide recommendations for relevant process and systems enhancements, among others.
Conducts regular audit activity via department's performance reporting standards to maintain quality care of members and compliance with regulatory requirements as requested by Senior Leadership.
Interfaces with and collaborates with cross-functional departments to assure optimal service delivery to members. Respond and resolve complaints and grievances as well as ensure both members and providers are educated about behavioral health services offered and how to access services. Clarify and validate inquiries, questions or complaints and distribute to the appropriate staff in the department ensuring timely response to internal/ external customers.
Develop and maintain positive working relationships, foster a culture that encourages employee contribution to ensure that the department maintains an environment in which quality flourishes and recommends resources to reach new standards.
Directly supports leadership team in identifying operational needs and improving processes across the department and other needs identified by the leadership team.
Review and complete Behavioral Health Treatment (BHT) utilization reviews as needed.

Master's Degree in Psychology or Applied Behavior Analysis or Related Field

Experience
Required:
At least 3 years in field experience as a Board-Certified Behavior Analyst (BCBA).
At least 1 year of leading a process, program, staff, or supervisory experience in a behavioral health and/ or managed care environment.
Experience with program/policy development and implementation.
Equivalency:
Completion of the L.A. Care Management Certificate Training Program may substitute for the supervisory/management experience requirement.

Knowledge and understanding of legislation and regulatory bodies affecting the department's practices.
Knowledge of trends, directions, major issues, regulatory considerations and trendsetters of the behavioral health department.
Knowledge of health insurance products, market segments and marketplaces.
Strong customer service skills
Excellent verbal and written communication skills.
Strong analytical, conflict resolution and persuasion skills.
Strong interpersonal communication skills
Ability to work effectively with staff at all levels of the organization.
Effective time management, organizational and project management skills.
Proficiency with Microsoft Office including Outlook, Word, PowerPoint, Visio, and Excel.
Licenses/Certifications Required
Board Certified Behavioral Analyst - Active, current and unrestricted California license.
Licenses/Certifications Preferred
Licensed Clinical Social Worker (LCSW) - Active, current and unrestricted California License
Licensed Marriage and Family Therapy (LMFT) - Active, current and unrestricted California License
