The Training & Engagements (T&E) Disaster Management and Humanitarian Assistance (DMHA) Advisor supports the Center for Excellence in Disaster Management and Humanitarian Assistance (CFE-DM), a direct reporting unit to USINDOPACOM. The role strengthens disaster management and humanitarian assistance readiness by planning and delivering training, coordinating multinational engagements, and leading or supporting exercise design and execution in coordination with Department of War (DoW) stakeholders and domestic/foreign military and civilian partners. Work spans applied research, operational planning support, curriculum development, senior leader briefings, facilitation, and real-world crisis support to improve humanitarian assistance and disaster response outcomes across Indo-Pacific and globally.Responsibilities:Lead or support planning, coordination, and execution of multinational and bilateral exercises and CFE-DM events (e.g., conferences, workshops, scenario-based workshops).Develop engagement concepts, project proposals, and training curricula responsive to identified partner gaps and requirements; deliver high-quality instruction and presentations (virtual, blended, and resident) to military and civilian audiences.Support delivery of annual Humanitarian Assistance Response Training (HART) courses and related engagements (e.g., scenario workshops, conflict analysis activities, principles/capabilities workshops).Provide planning and logistics support for international engagements and Humanitarian Assistance and Disaster Response (HADR) security cooperation workshops, including multi-stakeholder facilitation.Provide subject matter expertise on disaster management, humanitarian assistance best practices, and lessons learned to commanders, staff, and civilian partners to strengthen decision-making and operational effectiveness.Develop and maintain operational products (e.g., handbooks, information papers), and draft planning documents, correspondence, trip reports, and after-action reviews (AARs).Build case studies and curate good practices/lessons learned from exercises and real-world operations; translate insights into practical learning objectives and course content.Provide planning and operational support during real-world crises, as required.Cultivate and expand partnerships; identify new collaboration opportunities with relevant stakeholders (e.g., interagency, host-nation, humanitarian organizations, academia, private sector).Monitor and analyze geopolitical developments and disaster/complex emergency trends impacting operations globally, with primary focus on the Asia-Pacific region.Support cross-branch CFE-DM initiatives and projects, including knowledge management and briefing support (graphics/infographics as needed).Qualifications:Required:Bachelor’s degree in a relevant field.5–10 years of DMHA experience in international crisis environments.3+ years supporting military exercises and interagency HA planning.Demonstrated ability to develop, deliver, and evaluate training and presentations for military and/or civilian audiences; comfort facilitating groups.Experience advising and briefing senior leaders in military and/or civilian organizations; strong writing and executive communication skills.Experience working with humanitarian stakeholders (UN, NGOs, ICRC/IFRC, donor agencies).Knowledge of the USINDOPACOM area of responsibility (AOR) and DoW humanitarian assistance programs; ability to work independently with high autonomy while taking direction.Active TS/SCI Security ClearanceDesired:Master’s degree in a related field.Experience with U.S. Country Teams/Diplomatic Missions.Demonstrated Indo-Pacific or multinational DMHA experience.Strong partnership-building and cross-cultural collaboration skills.What You Can Expect:A culture of integrity.At CACI, we place character and innovation at the center of everything we do.
