Workforce Development Specialist

Summary This position is located in the U. S. Department of Labor (DOL), Employment and Training Administration (ETA), National Office, Office of Workforce Investment (OWI). OWI oversees the operation of the Division of Strategic Investments; Division of National Programs, Tools, and Technical Assistance; Division of Adult Services and Governance; Division of Youth Services: and Division of Indian and Native American Programs. This position is in the bargaining unit. Responsibilities Major duties for this position are listed below: Leads the development of responses to program related questions received from grant recipients and other public inquiries. As an expert on workforce development issues, uses superior grant and data management skills to achieve more efficient and effective program administration and service delivery. Interprets Federal requirements and procedures to assist grant recipients in complying with regulations and guidance. Leads the development of guidance, Funding Opportunity Announcements, briefing materials, and Federal Register notices. Develops work plans to implement oversight strategy to support reviews and compliance assistance activities. Leads the review process of program plans to enhance the national office's understanding of grant recipients' plans to deliver services as well as reviews monitoring reports and finding reports to identify trends, gaps, and inconsistencies. Provides technical assistance to grant recipients on a full range of areas, including but not limited to grant compliance, subject matter areas related to program public law, regulations, guidance, and performance reporting. Identifies grant recipients' individual and collective training and technical assistance needs and arranges for such training and technical assistance within the parameters of available resources. Requirements Conditions of Employment Qualifications GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is defined as meeting ALL of the following: Experience with federal workforce performance with performance measures, reporting requirements, and/or workforce data systems. Analyzing performance data, adjusting program goals, and providing recommendations to improve program. Monitoring project progress, coordinating timelines, and working with various stakeholders.
