Supervisory Social Worker - Recovery Services

Posted: 28-May-26 Location: Columbus, Ohio Categories: Mental Health/Social Services Internal Number: 870736800 Summary As the Division Director of Recovery Services, the incumbent has clinical, technical, professional, supervisory, and administrative responsibility for all aspects of the SUD division in the Behavioral Health Service. Recovery Services is made up of programs including 1) Intensive Outpatient Treatment – 2) Low intensity Rehabilitation/Aftercare – 3) Ambulatory Detoxification – 4) On‑site Suboxone (buprenorphine) services – 5) Tobacco Cessation – 6) Dual Diagnosis Treatment (SUD/PTSD and SUD/SMD). Qualifications Applicants pending completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Citizenship: Be a citizen of the United States. Non‑citizens may be appointed when it is not possible to recruit qualified citizens in accordance with chapter 3 – section A – paragraph 3g. English Language Proficiency: Candidates must be proficient in spoken and written English. Education: Master’s degree in social work from a CSWE‑accredited school of social work. A doctoral degree may not substitute for the master’s degree. Licensure: Licensed or certified by a state to independently practice social work at the master’s degree level. Grade: Supervisory Social Worker – GS‑13 Experience/Education. One year of experience equivalent to the GS‑12 grade level. Experience: Advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. Certification/Post‑master’s training: Nationally recognized professional organization or university, including a defined curriculum, course of study, and internship, or equivalent supervised experience. Licensure/Certification: Advanced practice level licensure or certification; able to provide supervision for licensure. Demonstrated KSAs: Ability to independently organize work, set priorities, meet multiple deadlines; manage supervisory duties (clinical supervision, consultation, negotiation, quality improvement); ensure provision of clinical services; delegate and coordinate work; analyze problems, develop and implement solutions; provide staff training and development. Reference: For more information on this qualification standard – The full performance level of this vacancy is GS‑13. Physical Requirements: Sit frequently and for long periods; spend long periods on a computer; good hearing and eyesight; clean and neat appearance; possible travel; close visual acuity for tasks such as preparing and analyzing data, transcribing, viewing a computer terminal, extensive reading, and repetitive wrist motions. Duties Interpret policies, procedures, directives, and information letters from VA Central Office, VISN, and local facility leadership to ensure adherence by Recovery Services staff. Develop and maintain policies and procedures concerning patient care, specify program and service operation, and evaluate programs and services as necessary. Provide public relations and community education regarding VA programs and services to social, medical, mental health, legal, housing, and welfare organizations. Represent the VA at meetings with stakeholders, community partners, and other agencies; collaborate to form partnerships and develop alternatives and improvements to program delivery. Manage and coordinate day‑to‑day operations, administrative tasks, clinical staff, and quality improvement meetings and activities. Oversee staff practice, qualifications, competencies, and ethical standards; address concerns arising from staff and treatment. Oversee the provision of services to all Recovery Services programs. Review workload, productivity, utilization, and cost data for staff, programs, and services; communicate data for assessment and evaluation. Consult closely with local discipline leadership regarding clinical issues. Apply knowledge of clinical concepts, administrative principles, and management practices to difficult and complex situations. Understand VA administrative procedures related to personnel actions, control point and fiscal management, veteran eligibility and benefits, and community resources. Serve as Control Point Official for Recovery Services funds. Work schedule: Monday‑Friday, 8:00 am‑4:30 pm (EDRP). Former EDRP participants ineligible to apply for incentive. A higher step rate may be determined after consideration of higher or unique qualifications or special needs of the VA (above minimum rate of the grade). Paid Time Off: 37–50 days of annual paid time offer per year (13–26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual based on prior work experience or military service experience. Parental Leave: After 12 months of employment – up to 12 weeks of paid parental leave for birth, adoption, or foster care placement of a child. Child Care Subsidy: After 60 days of employment – full‑time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of eligible childcare costs, up to a monthly maximum of $416.66. Retirement: Traditional federal pension (5 years vesting) and federal 401K with up to 5% in contributions by VA. Insurance: Federal health/vision/dental/term life/long‑term care (many federal insurance programs can be carried into retirement). Telework: Available (ad hoc).
