Job Duties The Senior Accountant/Fiscal Analyst operates under limited supervision and is responsible for professional accounting work involving state and federal financial reporting, fiscal analysis, and agency funds management. The role supports the oversight and monitoring of a federal budget of approximately 950 million, which included 40 federal grants. The Senior Accountant/Fiscal Analyst provides financial analysis, ensures compliance with grant requirements, and supports county and regional offices with finance-related matters. In this role, the Senior Accountant/Fiscal Analyst prepares federal, state, and internal financial reports related to grants and ensures all reporting aligns with required guidelines and timelines. The position involves gathering, analyzing, manipulating, and presenting financial data for both routine and ad hoc reporting needs. Daily responsibilities include participating in agency cash management activities, monitoring federal and other fund balances, managing federal grant awards, and reconciling activity to the agency’s general ledger. The Senior Accountant/Fiscal Analyst reconciles grant-related accounts, identifies inconsistencies, and makes appropriate adjustments to maintain accurate financial records. This position also monitors grant budgets and expenditures to ensure compliance with federal regulations, working closely with program managers and other stakeholders to provide financial guidance. Coordination with HR and Payroll is required to maintain up to date grant funding streams for agency employees. Additional duties include performing quality assurance reviews by serving as the second approver for the Random Moment in Time Study (RMTS) subsample and following up with participants to finalize responses. The Senior Accountant/Fiscal Analyst serves as backup for the quarterly cost allocation process, ensuring accuracy of cost allocation workbooks and related journal entries. The role also assists county and regional offices by helping monitor and reconcile expenditures and resolve discrepancies. The position supports the preparation of the Schedule of Federal Financial Assistance and other required audit schedules and documentation for annual state and federal audits. The Senior Accountant/Fiscal Analyst maintains internal controls and procedures that support compliance with GAAP and applicable regulations and is responsible for developing and maintaining a database of grant financial documentation to ensure reliable historical tracking and compliance. Minimum And Additional Requirements A Bachelor’s Degree in accounting, business, or related field and two (2) years of professional experience in a related area such as accounting business administration, finance, auditing or budgeting. A Master's Degree in accounting, business, or related field or higher may be substituted for the required work experience. Must possess a valid driver’s license and have access to and be able to operate a motor vehicle. Individuals must comply with necessary field work assignments.
