Job Description:
As a Data & GIS Governance Program Manager, you will lead enterprise data governance, GIS governance, and master data management initiatives to ensure data quality, stewardship, compliance, and operational effectiveness. You will drive data strategy, governance frameworks, geospatial data management, and data lifecycle processes while supporting enterprise decision-making and digital transformation efforts.

Key Responsibilities:

• Lead enterprise data governance and GIS governance initiatives across the organization.

• Establish and maintain data stewardship practices, governance frameworks, and accountability models.

• Oversee master data management activities for critical business and operational datasets.

• Develop and enforce data lifecycle management practices, including creation, storage, retention, and archival processes.

• Manage metadata standards, data dictionaries, classification frameworks, and documentation programs.

• Drive data quality improvement initiatives and coordinate remediation efforts with business and technical teams.

• Provide strategic leadership for ArcGIS platform governance, geospatial data management, and GIS integration initiatives.

• Facilitate cross-functional governance committees, stakeholder meetings, and enterprise data working groups.

• Develop training materials, governance communications, and guidance documents for technical and business audiences.

• Evaluate and support adoption of emerging data technologies, tools, and best practices.

Required Skills, Experiences, Education, and Competencies:

• Extensive experience leading enterprise data governance, master data management, or data management programs.

• Strong knowledge of data governance frameworks, policies, standards, and industry best practices.

• Proven experience managing the complete data lifecycle within large and complex organizations.

• Expertise in metadata management, data quality assessment, data stewardship, and data documentation practices.

• Strong experience with ArcGIS platforms and geospatial data governance initiatives.

• Ability to design scalable governance processes, operating models, and data management solutions.

• Experience supporting data remediation projects and resolving complex data quality issues.

• Strong analytical, organizational, facilitation, and problem-solving skills.

• Excellent verbal and written communication skills with the ability to present complex concepts to technical and non-technical audiences.

• Experience supporting enterprise digital transformation, regulatory compliance, and large-scale data modernization initiatives.

The hourly range for roles of this nature are $50.00 to $80.00/hr. Rates are heavily dependent on skills, experience, location, and industry.
