Program Officer

The New York City Department of Veterans' Services (DVS) connects, mobilizes, and empowers New York City's Veteran community in order to foster purpose-driven lives for New York City Service Members – past and present – in addition to their caregivers, survivors, and families. Overview The role supports cross-functional program design, management, and sustainability efforts across NYC child welfare and prevention initiatives. The Program Officer oversees contract management for a portfolio of programs, reviews and approves budgets and invoices, provides program oversight, and measures contract requirements. The position involves data-driven program development, collaboration with service providers, and ongoing engagement with families, stakeholders, and external trainers to ensure model fidelity and quality of service delivery. Responsibilities Oversee the contract management functions for a portfolio of programs that include fiscal and programmatic activities. Review and approve program and model-purveyor budgets and invoices; provide program oversight and ongoing measurement of contract requirements. Prepare summary reports on fiscal and programmatic concerns and monitor contractor performance against contract requirements. Make recommendations concerning the provision of additional funding or adjustments of existing programs/contracts. Support program development and management via quantitative and qualitative data collection; leverage system-wide and program-specific data; monitor and assess outcomes of service delivery; conduct site visits; gather ongoing feedback from families; and coordinate with all stakeholders for sustainability and equity. Build understanding of prevention contract expectations, ACS standards for prevention service delivery, and model fidelity to promote integration and coordination of high-quality services for families and system performance. Provide technical assistance to contractors and providers to support reporting processes and program administration. Lead activities to incorporate families’ perspectives into service delivery and ensure equity, accessibility, and economic mobility in decision making. Prepare documents, presentations, and facilitate goal-oriented meetings with key stakeholders to generate buy-in and improve families’ experiences and outcomes. Facilitate learning cohorts among model developers and contracted provider staff to strengthen practice, address challenges, and share lessons learned. Conduct site and field visits; engage community members to inform program planning; build relationships with providers, developers, and frontline staff. Support synthesis of practice themes from cohort and fidelity reports and draft findings for division leadership and internal ACS teams. May supervise staff or interns on tasks and projects, as needed. Represent Family Services Division (FSD) in internal and external working groups. Qualifications A baccalaureate degree from an accredited college and two years of full-time satisfactory professional, technical or administrative experience in one or more of the following fields: program evaluation, contract negotiations/management, fiscal/financial management, or project management; or A four year high school diploma, or its educational equivalent, and six years of full-time, satisfactory professional, technical or administrative work experience in one or more of the fields cited above; or Education and/or experience equivalent to the above; college credits may be substituted for experience on the basis of 30 credits for one year of experience as described, with at least a four-year high school diploma or its educational equivalent and at least two years of full-time experience as described. #J-18808-Ljbffr Mission+
