Regional Manager, Affordable Housing The Regional Manager, Affordable Housing is responsible for overseeing the entire operations of a housing community portfolio. As a Regional Manager specializing in affordable housing you will manage all phases of the operations, including personnel, leasing, maintenance, financial, administration & risk management. As an off‑site leader, you will supervise all aspects of the property and staff to ensure compliance with Asset’s company policies and procedures, safety and fair housing guidelines, and liability concerns. Essential Duties & Responsibilities Ensure compliance with all Equal Housing Opportunity/Affirmative Fair Housing laws. Ensure proper LIHTC and/or Section 8 policies and procedures are followed. Monitor LIHTC Application and Annual Recertification processes. Regulatory Compliance – Ensure compliance with regulatory and funding requirements, contracts, and reporting. Conduct files reviews, physical inspections, and interact with regulatory agencies. Conduct semi‑annual inspections as required. Screen, hire, train, coach, and develop on‑site staff using consistent techniques and company directives. Provide ongoing training, coaching, counseling, and guidance to staff in compliance with Asset training benchmarks. Document and address performance problems, communicate with direct supervisor, HR, and senior leadership, and terminate as necessary. Prepare salary increase requests for the Community Manager and assist other team members; sign off on all requests. Submit counseling statements, written evaluations, and salary requests for review by the Regional & Senior Vice President and Human Resources. Approve all timesheets and ensure accuracy of hours, vacation, sick time, and signatures. Promote harmony and quality job performance through support and effective leadership. Ensure staff compliance with company policies and procedures. Achieve the highest possible net operating income through effective cost control, revenue and leasing improvement; identify trends and recommend strategies. Develop yearly operating budgets and forecasts. Provide monthly written evaluation of income and expense line items that are significantly over budget. Recommend capital improvement projects for the future of the site. Monitor all proposals and contracts for large projects and check work in progress. Reconcile deposits, rent collections, and charges in a timely manner. Approve timely receipt, reconciliation, and coding of all vendor invoices. Ensure property closeout is completed on time and ownership financial reports are accurate. Develop a yearly marketing plan and use marketing strategies & systems. Provide marketing strategy to generate rentals or for rent increases. Ensure staff leasing techniques are effective in closing, follow‑up, documentation, and reporting. Handle resident complaints, concerns, and requests to ensure resident satisfaction. Develop and implement resident retention programs (e.g., resident functions, special promotions, monthly newsletter). Effectively show, lease, and move in prospective residents. Ensure all administrative & leasing reporting is accurate, complete, and submitted on a timely basis. Assist the emergency response team; ensure proper handling of all property emergencies to minimize liability. Manage customer service and monitor service request turnaround and maintenance staff responsiveness. Maintain property appearance and ensure repairs are completed on a timely basis through regular inspections and tours. Plan and use property resources, equipment, and supplies economically (e.g., bidding for vendors, suppliers, contractors). Direct and monitor maintenance, construction, and rehabilitation activities to ensure quality and expediency. Travel is required, estimated at 25‑50% of work time annually for property visits, conferences, training, or other business‑related activities. Education & Experience Affordable housing experience, including LIHTC. Prior experience as a Regional Manager. High School Diploma or equivalent; Bachelor’s degree preferred or four years of experience in the housing industry, or one to two years of related experience and/or training, or an equivalent combination of education and experience. Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred. Basic computer skills and ability to use on‑site software functions. Basic knowledge of Fair Housing Laws and OSHA requirements. This job description should not be considered all‑inclusive. It is merely a guide of expected duties. The compensation range is specific to the State of California and includes the range of factors considered in making compensation decisions, including but not limited to skill sets, experience and training, certificates, etc. We would not anticipate that the individual hired into this role would be near the top end of the compensation range, but that decision will be dependent on the facts associated with each specific individual’s relevant experience for the role.
