This position has responsibility for supervising the Accountability Team within the Program Integrity Unit and oversees the annual programmatic compliance monitoring tasks for Office of Early Learning's subrecipient. Focus of scoped tasks will be mandated compliance requirements from federal regulations and/or state statutes. DUTIES & RESPONSIBILITIES: (Note: The omission of specific job duties does not preclude management from assigning specific duties not listed herein if such duties are a logical assignment to the position.) The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions: Annual/Biennial Programmatic Monitoring Plan: participates in development, implementation and/or ongoing support tasks as assigned for (1) subrecipient monitoring and compliance activities, and (2) HHS Improper Payment monitoring and compliance activities. The plan developed will focus on mandated programmatic compliance requirements from federal regulations and/or state statutes. Tasks include, but are not limited to: * Review and resolve pending prior year findings for ELCs and other entities. * Prepare periodic risk assessments for ELCs and other entities. * Prepare periodic analysis of federal/state compliance requirements. * Evaluate operating results to update current year monitoring plan. * Plan, supervise and review work done by monitoring teams. * Review and approve assigned programmatic monitoring reports issued for courtesy review by the Office. * Review and approve corrective action plan (CAP) responses for Manager's review. * Prepare, update and review tracking system for annual/biennial monitoring results. * Perform additional on-site monitoring visits (as needed). Serve as Programmatic Monitoring Technical Assistance Resource for the office and subrecipients. Perform additional in-house research, training, or compliance monitoring tasks as assigned. Technical Assistance duties include participating in research, development, implementation and/or presentation of onsite and/or telephonic assistance and training as needed to early learning program subrecipients and other pass-through entities. Ongoing assistance will be provided on routine topics that include, but are not limited to: * School Readiness Eligibility and Payment Validation * VPK Child Eligibility and Payment Validation * VPK Provider Eligibility * Coalition Governance * Operations and Program Management * Child Care Resource and Referral * Educational Services Delivery * Data Accuracy * Data Security (if applicable) WHO WE'RE LOOKING FOR: The ideal incumbent must be productive under tight timeframes, balance multiple and competing priorities, and maintain goal-directed behavior and performance sometimes under stressful conditions. MINIMUM QUALIFICATIONS Required Licensure/Registration/Certification/Experience or Education: * Four (4) years of professional experience in programmatic compliance monitoring. * Three (3) years of professional experience in leading monitoring engagements. * Experience using Microsoft Office (Word, Outlook, Excel, PowerPoint) * Experience in editing and proofreading documents and reports for quality assurance. * Experience in developing monitoring tools, conducting programmatic reviews of agencies, and developing corrective actions. * Travel is required for this position EDUCATIONAL SUBSITITUIONS: SB 1310: Substitution of Work Experience for Postsecondary Education Requirements. * A bachelor's degree from an accredited college or University can substitute for 4 years of direct experience. Related work experience may not substitute for any licensure, certification, or registration required by an agency and indicated in the advertised job description.
