The Financial Crime (FC) Function is a Second line of defence (LOD) function that includes 'Risk Stewards' who are independent of the commercial risk-taking activities undertaken by the Group's businesses (also referred to as 'the First LOD' or 'FLOD'). The FC Function also operates a set of critical controls on behalf of the FLOD by harnessing intelligence, analytics, technology, detection and investigation. The Risk Stewards are responsible for reviewing and challenging all the activities of the FLOD to ensure that, as 'Risk Owners', they effectively manage the FC risk inherent in, or arising from, the conduct of their activities and for which they are responsible. FC risk is a non-financial risk that includes fraud, money laundering, bribery and corruption, sanctions violations, terrorist financing, proliferation financing, export control violations and tax evasion. The FC Function operates in accordance with HSBC Group's Risk Management Framework (RMF).

The VP, CIB IWPB FC will primarily be responsible for providing financial crime risk stewardship across customers, products and geographies related to Digital Assets and Currencies within CIB business. The role is a key risk management role with a targeted remit and responsibilities including, but not limited to:

• Provide advice and guidance regarding business activities involving Digital Assets and Currencies

• Provide subject matter expertise to support setting policy, providing guidance and advising the businesses and functions on financial crime risk involving Digital Assets and Currencies; which might involve greater operational exposure to high risk activities in particular Bribery & Corruption, Money Laundering, Sanctions, Export Controls, Proliferation and Terror Finance, Fraud, and Tax Evasion

• Subject matter expert guidance to support the articulation of Digital Assets and Currencies financial crime risk appetite and policies with respect to the above financial crime risks

• Act as the trusted advisor and exercise risk steward challenge to FLOD

• Maintain an effective understanding of the FC control framework and compliance with all relevant external laws & regulations, internal codes and policies and good market practices

• Represent the financial crime risk agenda as an attendee at the relevant forums (where required) to report on progress and issues in relation to the operational effectiveness of HSBC’s policies, processes, systems and controls in countering financial crime

• Support the implementation of policy, issue management, fostering a compliance culture and optimizing relations with risk owners and control owners

• Maintain effective relationships with global, regional, and local stakeholders to develop a strong working relationship

• Monitor and maintain the operational effectiveness of the team

Impact on the Business

• Proactively support the implementation of any changes in the financial crime risk requirements for CIB Digital Assets & Currencies

• Continuous review for appropriateness of the control framework to monitor financial crime risk developments impacting CIB Digital Assets & Currencies

• Drive, develop and implement programmes to quantify impacts and implement actions to address, manage and mitigate impacts of financial crime related regulatory changes across CIB Digital Assets & Currencies

Customer / Stakeholders

• Liaise with relevant stakeholders to provide expertise and support on all financial crime related matters

• Provide appropriate, timely and relevant risk information to management and governance forums

• Provide subject matter expert knowledge and financial crime risk stewardship to support a customer focussed business operation

• Interact with industry bodies on FC Digital Assets & Currencies related matters, as required

• Develop and maintain a strong and professional working relationship with senior stakeholders of Risk, Audit and Finance at Business, Group and Entity levels

Leadership and Teamwork

• Maintain and develop positive and professional working relationships with senior business leaders, Risk and Compliance colleagues and FC Risk Stewards at Group and Market / Entity level

• Promote an environment for the delivery of consistent performance measurement, training and career management across the function

Operational Effectiveness and Control

• Update all GSM, FIMs, BIMs and dispensations, etc. for changes in Regulation and impacts on business.

• Support the resolution of identified issues promptly, and escalate concerns to management as appropriate to ensure timely awareness of any material concerns.

• Maintain and observe all HSBC control standards and implement and observe the Group FC Policy, including the timely implementation of recommendations made by internal/external auditors and external regulators.

• Maintain awareness of operational risk within assigned portfolio and minimise the likelihood of it occurring including its identification, assessment, mitigation and control, loss identification and reporting.

Qualifications

• Experience in digital asset services, exchanges, or coin providers.

• Prioritize regulatory knowledge, especially US regulations and compliance processes.

• Value strong communication, stakeholder management, and project management skills.

• Leverage candidates’ background in payments and financial services
