The primary purpose of this position is: To serve as the Wing's signals intelligence (SIGINT) and cryptologic technical expert providing subject matter expertise within the 480th Intelligence, Surveillance and Reconnaissance Wing (ISRW).

DUTY 1: Provides expert signals intelligence advice to the 480th Wing Director of Intelligence (A2) and subordinate units.

DUTY 2: Provides technical guidance and leadership for 480 ISRW signals intelligence operational capabilities and functions.

DUTY 3: Evaluates and assesses state of the art signals intelligence and cryptologic technologies.

DUTY 4: Formulates and advocates for positions for policy affecting signals intelligence.

• The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
• In the event of national crises, extensive after-duty or extended hours may be required to satisfy urgent operational support requirements.
• Mobility: Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include mastery of technical, leadership, and communications skills to provide and interpret USAF, DoD, and national-level guidance in planning and conducting production and services in support of the USAF and Joint air component mission. Serving as the USAF recognized leading authority in signals intelligence application to air operations the incumbent: develops, defends, and implements new hypotheses and subsequent

methodologies relative to Signals intelligence support to combat operations, the systems and processes necessary for implementation and the resulting potential risks and benefits. The incumbent must be an expert in C4I design, integration, management and operations. Extensive and detailed experience is required in the cross-functional areas of intelligence operations, collection management, signals intelligence operations and exploitation, combat intelligence operations, and in the area of senior-level management of large and diverse work groups. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs ): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a comprehensive range of signals intelligence research and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to make recommendations in developing intelligence capabilities, new hypotheses and theories, and threat assessments.
2. Knowledge of advanced analytical principles, concepts and methods to produce detailed analyses of complex information/situations derived from multiple sources. Knowledge of the national intelligence community, Joint, DoD structure, organizations and missions/functions, inter-relationships and operations.
3. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources and producing collection requirement assessments that answer specific tasks to link and leverage agency cap[abilities in support of consumers, customers, and clients.
4. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior-level audiences for decision making purposes.
5. Ability to maintain control of classified material, quickly assimilate disparate data, render knowledgeable and accurate assessments of the implications of such data, and make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement and experience and present and/or justify a position effectively.
6. The incumbent must have considerable experience in military intelligence and intelligence systems and in the planning, management, and execution of programs. The incumbent must be capable of interacting successfully with the operational Air Force community, managers, engineers, scientists, senior-level government officials, and representatives of other government agencies, academies, and industry.

CONDITIONS OF EMPLOYMENT CONT.

• Drug Testing : This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
• Incumbent may be subject to psychological screening/polygraph testing as an inherent primary requirement of their position.
• MISSION ESSENTIAL . This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Ref: AFI36-129, dated 17 May 2019
• Key : The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,")
• This position will serve as the Chief of Intelligence, responsible for directing the Wing's comprehensive intelligence program with key duties including All-Source Analysis and Production, Analytic Tradecraft, Intelligence Training, as well as managing the Wing's Standards and Evaluation (STAN/EVAL) program.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
