The Employment and Eligibility Services Division within the Health and Social Services Department assists citizens to become more independent and productive through programs designed to reduce dependency on welfare and promote personal responsibility. Also, it provides eligibility determination and benefit issuance for customers who apply for various public assistance benefits.

The Position

The Eligibility Benefits Specialist I (EBS I) is an entry-level position responsible for learning and applying regulations and procedures to determine eligibility for multiple public assistance programs, including CalFresh, CalWORKs, and Medi-Cal. Under close supervision and through structured training, the EBS I interviews applicants, gathers and verifies information, and processes case actions in accordance with federal, state, and county regulations.
EBS I staff support clients by explaining program requirements, guiding them through application processes, and ensuring all required documentation is obtained. They review applications for completeness, identify inconsistencies needing clarification, and enter accurate data into automated eligibility systems.
Employees at this level develop competency in evaluating financial, household, and personal circumstances to determine initial and continuing eligibility while maintaining thorough and organized case records. They also provide referrals to internal and community services when client needs extend beyond eligibility programs. Upon demonstrating proficiency, EBS I staff become eligible for promotion to the journey-level Eligibility Benefits Specialist II.
The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.
Experience And Education Requirements
Education : High School Diploma, GED, or equivalent.
AND
Experience : One (1) year of full-time experience in public contact work which has included interviewing the public and/or clients and explaining rules and regulations. (Typical experience may be gained by processing claims for financial assistance, loans, unemployment insurance, veterans’ benefits, health benefits, or other benefits where knowledge of a variety of rules and regulations are required.)
OR
Two (2) years of full-time clerical experience, which included substantial public contact for the purposes of gathering, explaining or clarifying information.
OR
Completion of 60 semester or 90 quarter units from an accredited college or university preferably in general education, business, finance, social science, or closely related field may be substituted for the required experience.
Licensing, Certification And Registration Requirements
Applicants are required to possess a valid California Driver’s License, Class C.

SELECTION PROCESS

VETERAN'S PREFERENCE POINTS
To be eligible, applicant must have served at least 181 consecutive days of active duty in the Armed Forces of the United States and have received either an honorable discharge or a general discharge under honorable conditions. A COPY OF THE DD 214, SHOWING DISCHARGE TYPE (GENERALLY COPY 4), MUST BE RECEIVED IN THE HUMAN RESOURCES DEPARTMENT BY THE FINAL FILING DEADLINE. Applicants who have a service-connected disability must also submit a recent award letter from the VA stating they are receiving disability benefits for service-connected reasons.
Veteran applicants for initial County employment with an honorable or general under conditions discharge shall receive five (5) points added to their combined score. Disabled veterans rated at not less than 30% disability shall have ten (10) points added to their combined score. Veteran’s preference points will only be added to passing scores in competitive open examinations.
