Human Resources (Personnel) Analyst I/II (20745679) Are you an experienced HR professional who enjoys solving problems, supporting employees, and working in a fast-paced environment? Glenn County is seeking a Human Resources (Personnel) Analyst I/II to support a wide range of HR functions, including employee relations, leave administration, benefits, recruitment, and more. This is a hands‑on, generalist role offering broad exposure to HR operations and the opportunity to make a direct impact on County employees and services. The official job class title for this position is currently the Personnel Analyst I/II. This position is scheduled for 40 hours per week. What you'll do Assisting with employee benefits and health plan administration, employee inquiries, enrollment support, and new employee orientation Supporting leave administration processes and maintaining confidential personnel records and documentation Preparing, proofreading, and coordinating reports, agendas, contracts, correspondence, notices, and other professional documents Responding to employee and department inquiries and assisting in interpreting policies, procedures, and personnel-related requirements The ideal candidate Bring solid experience in human resources, personnel administration, benefits, leave administration, personnel transactions, or closely related functions Exercise sound judgment, professionalism, discretion, and confidentiality Communicate effectively with employees, supervisors, department leaders, and the public Be highly organized, detail-oriented, and able to manage competing priorities in a fast-paced environment Interpret and apply policies, procedures, labor agreements, and federal, state, and local regulations with confidence and accuracy Value professionalism, public service, accountability, and respectful workplace practices Experience and Training Level I – Two (2) years of increasingly responsible experience in personnel, human resources, payroll, benefits, clerical, or administrative support environment performing technical or program support functions. Level II – One (1) year as a Personnel Technician II in Glenn County; or three (3) years of increasingly responsible technical experience in a personnel, human resources, payroll, benefits, clerical, or administrative support environment performing technical or program support functions. Training Level I & II – Equivalent to the completion of the twelfth grade supplemented by specialized training in human resources, personnel administration, business, payroll, public administration, or a related field. Holidays 13 paid holidays per year. An employee must be employed the last working day before, and the first working day after, the holiday in order to receive holiday compensation. Employees on leave without pay shall not accrue holiday benefits. Vacation 88 hours (approximately eleven working days) per year during the first two years of service; 128 hours (approximately sixteen working days) per year during years 3 through 12; 168 hours (approximately twenty-one working days per year) after twelve complete years of service. Sick leave 96 hours (approximately twelve working days) per year of paid sick leave. Longevity Service is based on employment with Glenn County. The County shall provide a longevity differential above the employee’s base rate of pay for those employees represented by this unit as follows: after 10 full years of service 5%, after 15 full years of service 2%, after 20 full years of service 2%, after 25 full years of service 2% and after 30 full years of service 2% for a total of 13%. Bereavement leave 40 hours with pay for each instance for immediate family members. Immediate family includes spouse, child, stepchild, stepparent, parent, grandparent, parent-in-law, brother-in-law, sister-in-law, brother or sister. Health plan Glenn County contracts with PERS for medical insurance. The employee has a choice of four PERS medical insurance plans; 1 HMO and 3 PPOs. The County pays a portion of the medical insurance premium based on the carrier and amount of the total premium. Vision plan The County pays the employee premium for a vision plan with EyeMed. The employee may enroll dependents at the employee’s expense minus the employee only cost. Dental plan The County pays the employee premium for dental. The non‑represented employees are offered a choice of three voluntary dental insurance plans; Ameritas Core (PPO) Plan, Ameritas Buy‑up (PPO) Plan and DeltaCare (HMO) Plan. The employee may enroll dependents at the employee’s expense. Deferred compensation The County offers three IRC § 457 voluntary Deferred Compensation Plans (tax deferred long‑term savings plans): Voya, Nationwide and Edward Jones. Short term disability The County coordinates with State Disability Insurance for regular employees. Life insurance The County pays the premium on a $50,000 Term Life Insurance policy for regular County employees. The employee pays the premium for optional life insurance. Retirement The County is in the California Public Employees’ Retirement System (PERS) which is coordinated with Social Security.
