Job Overview:

Our client is seeking a Tech Purchasing Advisor to negotiate favorable terms, manage contracts, and procure technical equipment, custom engineered products, software, and systems. This role serves as a senior subject matter expert responsible for developing enterprise procurement training programs and applying business process improvement principles to enhance procurement capabilities and contract literacy across the organization.

Job Discipline - Technical Purchasing:

• Negotiates favorable terms, volume discounts, and long-term contracts with suppliers and prepares and processes requisitions and purchase orders for the procurement of technical equipment, custom engineered products, systems, software, or components.
• Acquires and maintains an understanding of technology trends, market forces, cost trends, and supplier technology roadmaps.
• Reviews purchase order claims and contracts for conformance to organization policy, discusses defects and delivery problems with suppliers, and negotiates refunds.

Accountability:

• Contributes to defining the direction for new processes, standards, or operational plans based on business strategy with an impact on work group results.
• Directly participates in tasks necessary for project execution, identifies problems and solutions, and collaborates to establish project objectives, timelines, risks, milestones, deliverables, and budgets.

Working Relationships:

• Determines methods and procedures on new assignments, coordinates activities of other team members, and exercises considerable latitude in determining deliverables.
• Resolves issues as a project manager and ensures task completion by establishing priorities and resolving conflicts with team members.

Decision Making and Impact:

• Exercises judgment and discretion to advise and recommend courses of action that have a moderate organizational impact or moderate to major departmental/business unit impact.
• Guides the successful completion of major programs, projects, and objectives, functioning in a project leadership role where quality decision-making is critical to program success.

Responsibilities:

• Reviews and negotiates organization-wide commercial agreements for various scopes of work.
• Identifies, drives, and implements suitable procurement approaches to deliver lowest total cost and cost savings strategies across the organization.
• Negotiates contracts and reviews opportunities to reduce costs using negotiation and procurement best practice tools and methods.
• Understands and applies business tools including financial, logistical, commercial, risk, and cost analysis to attain desired results.
• Identifies and executes purchasing opportunities through internal stakeholder collaboration and external market research.
• Ensures corporate procurement policies and procedures are followed.
• Develops and establishes category management in accordance with overall best practices, procurement strategy, processes, and procedures, ensuring category management delivers against targets and objectives.
• Develops skills and knowledge to serve as a subject matter expert in managed spend categories.
• Identifies and implements continuous improvement opportunities, assessing current and future business processes for best work practice and innovative procurement solutions that provide cost savings and process efficiencies.
• Establishes strong business relationships with key business partners and clients across operating units and external organizations.
• Ensures the protection of all physical, financial, and cybersecurity assets while properly accessing and managing private customer data, proprietary information, and sensitive data with high standards of conduct and integrity.
• Serves as a senior subject matter expert responsible for leading the development, compilation, approval, and execution of procurement training programs (~70%) and applying advanced business process improvement principles to design standardized, scalable, repeatable solutions (~30%).
• Operates with autonomy and strategic influence, partnering closely with Procurement leadership and internal Enterprise Learning & Development teams to deliver structured, enterprise-aligned training programs.
• Translates procurement policies, contract frameworks, and best practices into practical, accessible learning experiences and process documentation that focus on practical application and action-heavy training.

Minimum Qualifications:

• 7+ years of experience in supply chain, procurement, and/or contract management.

Required Skills and Attributes:

• Extensive experience in procurement, contract management, or business process improvement initiatives.
• Demonstrated ability to design and deliver training programs in complex, cross-functional environments.
• Strong working knowledge of contract terms, procurement processes, and supplier negotiation dynamics.
• Proven experience collaborating with Legal and Learning & Development teams.
• Expertise in translating complex subject matter into clear, structured, and actionable training content.
• Strong project management skills, including planning, stakeholder coordination, and tracking execution.
• 10+ years of Procurement experience.

Desired Skills and Attributes:

• Experience in utility, regulated, or large enterprise procurement environments.
• Experience developing training for procurement agents or contract professionals.
• Strong facilitation and communication skills, with the ability to influence at multiple organizational levels.
