Job Title: Foreperson Pipeline Support

Job Description

The Foreperson Pipeline Support reports to a Superintendent and is responsible for supervising a crew that performs any of the following functions: utility locates, leak response, hydrant maintenance, and dead-end main flushing. The Foreperson-Pipeline Support coordinates service requests and work orders and assists in the monitoring of performance metrics. This position also develops and maintains customized and periodic reports to assist the Superintendent in the evaluation of operational effectiveness, resource allocation, and service quality. This job has an automatic progression plan. An employee hired as a Foreperson-Pipeline Support will automatically advance to Senior Foreperson-Pipeline Support upon reaching 5 years of continuous experience as a Foreperson with SAWS. Essential functions include:

• Training, mentoring, supervising, and evaluating crew members by checking their work for efficiency and quality; initiating corrective action as necessary.
• Supervising employees in any of the following functions: utility locates, leak response, hydrant maintenance and dead-end main flushing.
• Developing and maintaining customized and periodic reports to assist the Superintendent in the evaluation of operational effectiveness, resource allocation, and service quality.
• Coordinating and ensuring timely execution of service requests and work orders related to assigned operational areas.
• Interpreting blueprints, construction plans, as-built drawings and reading and interpreting block maps, operations and maintenance manuals and maintenance reports.
• Operating a variety of complex equipment associated with specific assignments such as pipe tracing equipment, ground penetrating radar, and leak detection tools.
• Adhering to and promoting safety policies and procedures.
• Performing other duties as assigned.

Decision making includes working under limited supervision and supervising assigned crew.

Minimum requirements include:

• High School Diploma or GED.
• Three years' experience in operation, maintenance or construction of water or wastewater facilities.
• TCEQ Class "C" Water Distribution Operator License within 24 months of hire.
• Valid Class "C" Texas Driver's License.
• Work Zone Traffic Control, Excavation Safety, and Confined Space Awareness and/or certification where applicable.
• Pass position specific physical testing.
• Ability to report to work on time, maintain a good attendance record, and work all designated work schedules.

Preferred qualifications include:

• Class "III" Wastewater Collection Operator License.

Job dimensions include:

• Proficiency in verbal and written communications.
• Proficient in the use of materials, tools, utility calculations and equipment commonly used in construction, maintenance, or repair of water distribution, wastewater treatment and collection systems.
• Proficient in the use and application of computer software packages which include word processing, spreadsheets, database, and computerized maintenance management systems.
• Ability to establish and maintain contact with internal and external customers, contractors and governmental agencies.

Physical demands and working conditions include:

• Lifting/carrying up to 90 pounds occasionally; assisting in the pushing of objects weighing up to 105 pounds; assisting in the pulling of objects weighing up to 105 pounds.
• Subject to standing, sitting, walking, climbing, bending, crawling, squatting, kneeling and working in cramped and strained positions for long periods of time to perform job scope.
• Working conditions consist of inside and outside with potential exposure to inclement weather; wastewater; mechanical, electrical, chemical and confined space hazards; offensive fumes; excessive noise; heavy traffic; deep excavations; and animals, snakes and poisonous insects.
• May be required to comply with requirements as specified in applicable regulations for personal protective equipment, including clearance for use of respiratory protection and other associated equipment.
• Operates a company vehicle on a daily basis. Required to work hours other than regular schedules such as days, nights, weekends, holidays, on-call and rotating shifts, overtime.
