Power Sector Permitting Lead – Florida

Environmental Consulting & Technology, Inc. (ECT) is seeking a Power Sector Permitting Lead to support the continued growth of our power and energy practice throughout Florida and Southeast US. This position will lead environmental permitting and siting efforts for electric transmission, utility, renewable energy, battery energy storage, and other power infrastructure projects.

The successful candidate will develop permitting strategies, guide projects through local, state, and federal approval processes, and serve as a trusted advisor to clients navigating complex regulatory and stakeholder environments. Experience with Florida Environmental Resource Permits, transmission line siting, wetlands and aquatic resources, protected species, and agency coordination is highly desirable.

Working collaboratively with planners, scientists, engineers, developers, utilities, and regulatory agencies, this role will support projects from early planning through permitting and construction while providing project management, client strategy, and staff mentorship.

Responsibilities

• Lead permitting and siting efforts for electric transmission, utility, renewable energy, battery energy storage, and other power infrastructure projects 
• Develop and execute local, state, and federal permitting strategies, including route and site evaluations 
• Lead or support Environmental Resource Permit applications and coordinate approvals involving wetlands, aquatic resources, stormwater, and protected species 
• Support projects subject to Florida’s Transmission Line Siting Act or Power Plant Siting Act, as applicable 
• Coordinate with the Florida Department of Environmental Protection (FDEP), water management districts, Florida Fish and Wildlife Conservation Commission (FWC), U.S. Army Corps of Engineers (USACE), U.S. Fish and Wildlife Service, local governments, and other stakeholders 
• Support local land use approvals, public meetings, hearings, and other regulatory proceedings 
• Prepare and oversee permit applications, technical reports, environmental studies, and supporting analyses 
• Manage project scopes, schedules, budgets, staffing, and client relationships 
• Provide QA/QC review for technical reports, permit applications, and regulatory deliverables 
• Support proposal development, business development activities, and client engagement 
• Mentor staff and support the continued growth of ECT’s power and energy practice 

Qualifications

• Bachelor’s degree in planning, environmental science, natural resources, biology, ecology, engineering, or a related field 
• Approximately 10+ years of environmental permitting, siting, land use, or project development experience 
• Minimum 5 years of project management experience leading complex projects and multidisciplinary teams 
• Experience supporting electric transmission, utility, renewable energy, battery energy storage, or other large-scale infrastructure projects 
• Demonstrated experience developing Florida permitting strategies and directing Environmental Resource Permit applications through FDEP or a Florida water management district 
• Experience preparing permit applications and regulatory documents involving wetlands, aquatic resources, USACE Section 404 and/or Section 10 authorizations, protected species, and applicable local approvals 
• Experience coordinating Endangered Species Act Section 7 consultations and/or Section 10 permitting, and FWC listed species permitting, preferred 
• Familiarity with Florida’s Transmission Line Siting Act, Power Plant Siting Act, or other applicable power infrastructure siting processes preferred 
• Experience coordinating with regulatory agencies, utilities, developers, local governments, and project stakeholders
• Experience supporting public hearings, contested permitting processes, expert testimony preparation, or other regulatory proceedings preferred 
• Valid driver’s license and ability to travel as needed
