Director of Clinical Services

Director of Clinical Services Under the Chief Clinical Officer and within federal, state and local guidelines, performs advanced managerial work providing direction and guidance in strategic operations and planning. Work involves establishing the strategic plan and goals and objectives; developing policies; reviewing guidelines, procedures, rules, and regulations; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities; and reviewing and approving budgets. Plans, assigns, and supervises the work of others. This position will oversee the Counseling program, Peer Support Services, Multi-Systemic Therapy (MST), the internship program, and the clinical supervision processes for licensure across the Center. This position will be part of the Center's executive management team and will be expected to ensure the current metrics are met and working simultaneously on a sustainability plan for these programs. This position requires direct oversight of the program managers within each of the respective programs and ongoing supervision, guidance and mentoring. Education, Training, and Experience

- Master's degree in psychology, counseling, sociology, social work (LMSW-ACP), or other human services field that meets the requirements of Licensed Professional of Healing Arts (LPHA), with more than three years of counseling services experience and two years supervisory experience preferred. This position requires full licensure.
- Must have and maintain a background and criminal history free from any disqualifying offenses as outlined by the Texas Administrative Code (TAC) and the Health and Human Services Commission (HHSC).
- Must possess and maintain a valid driver's license and automobile insurance.
- Individuals with an out-of-state driver's license must be able to obtain a driver's license in the state of Texas within thirty (30) days.
- Successful completion of all position-specific training within thirty (30) days of employment is required.
- Knowledge of local, state, and federal laws and regulations relevant to program areas; and of the principles and practices of public administration and management.
- Ability to direct and organize program activities; to establish program goals and objectives that support the strategic plan; to identify problems, evaluate alternatives, and implement effective solutions; to develop and evaluate policies and procedures; to prepare reports; to communicate effectively; and to plan, assign, and supervise the work of others.
- Strong understanding of evidence-based behavioral health practices and quality improvement methodologies.
- Ability to lead multiple programs and manage complex organizational priorities.
- Exceptional clinical judgment and decision-making skills.
- Strong interpersonal, communication, and relationship-building abilities.
- Knowledge of ways to establish and measure clinical outcomes to evaluate effectiveness of programs.

- Provides leadership for assigned clinical programs, aligning services with the Center's mission, strategic plan, and organizational priorities.
- Collaborates with executive leadership to identify community needs, address service gaps, and advance clinical programs and initiatives that support the Center's strategic goals.
- Provides administrative and clinical oversight of the Counseling Program, Multisystemic Therapy (MST) Program, Peer Support Services, and the Internship Program.
- Develops, implements, and evaluates clinical programs, policies, procedures, and service delivery models to improve quality, efficiency, and client outcomes.
- Provides leadership and oversight of clinical supervision processes across the Center to ensure compliance with licensing board requirements, agency policies, and best practices.
- Coordinates and oversees the supervision of associate-level clinicians (LMSW, LPC Associate, LMFT Associate, as applicable) working toward independent licensure in accordance with licensing board requirements.
- Ensures all assigned programs comply with federal, state, local, and accreditation standards, as well as contractual and grant requirements.
- Monitors program performance through quality improvement initiatives, outcome measures, productivity data, and client satisfaction to ensure effective and efficient service delivery.
- Recruits, hires, develops, mentors, evaluates, and retains effective clinical staff and leaders.
- Conducts performance evaluations, supports professional development, ensures staff receive appropriate orientation and training, and addresses performance concerns in accordance with Center policies and procedures.
- Provides administrative and clinical supervision to assigned staff, including regular supervision, documentation review, consultation, and communication to promote quality clinical practice, professional development, and effective program operations.
- Directs the Center's internship program, including university partnerships, affiliation agreements, student placement, and program development. Serves as the primary point of contact for universities and external partners involved in intern supervision.
- Represents the Center in community partnerships, professional organizations, interagency collaborations, and university relationships to strengthen behavioral health services and workforce development.
- Ensure the Center follows state and Medicaid guidelines for providing and supervising peer support and family partner services.
- Serve as backup MST supervisor in the event the MST Supervisor is unavailable and another team member has not been identified as backup.
- Respond to Code Blue behavioral health emergencies to verbally de-escalate individuals and support all involved.
- Help coordinate support to schools and other entities who request emotional support services post-incident.
