FP&C is seeking experienced Senior Contract Specialists to support a Department of Energy (DOE) program. These positions are expected to begin on or around August 1, 2026.
The Senior Contract Specialist provides expert-level acquisition and contract administration support across complex federal procurements. This role manages the full contract lifecycle, including acquisition planning, solicitation development, proposal evaluation support, contract negotiation, administration, modifications, compliance monitoring, and closeout activities.
The successful candidate will serve as a trusted advisor to program leadership and stakeholders, providing expert contracting consultation, business analysis, and acquisition support while ensuring compliance with applicable federal acquisition regulations, agency policies, and contractual requirements. The role requires exceptional analytical skills, sound business judgment, strong communication abilities, and the capacity to perform effectively in fast-paced and evolving environments.
Key Responsibilities
Acquisition & Contract Administration- Lead and support acquisition activities throughout the federal procurement lifecycle, including pre-award, award, post-award, and closeout functions.
- Review, draft, negotiate, and administer contracts, subcontracts, task orders, and contract modifications.
- Prepare and maintain acquisition documentation and contract files in accordance with applicable regulations and organizational procedures.
- Ensure contract actions comply with the Federal Acquisition Regulation (FAR) and other applicable acquisition requirements.
- Develop and refine acquisition plans, solicitation packages, evaluation criteria, procurement documentation, and award recommendations.
- Support proposal evaluations, source selections, and acquisition strategy development.
- Analyze procurement requirements and provide recommendations that align with program objectives and regulatory requirements.
- Support procurement management reviews, contract clearances, and acquisition planning activities.
- Perform cost and price analyses, evaluate technical and audit reports, assess market conditions, and support best-value acquisition decisions.
- Analyze labor rates, direct and indirect costs, economic factors, pricing trends, and other financial information supporting procurement actions.
- Develop recommendations regarding pricing strategies, negotiation positions, and acquisition approaches.
- Support negotiations involving contract terms, pricing, claims, protests, delivery schedules, and contract modifications.
- Interpret contract requirements and advise stakeholders on contractual obligations, compliance requirements, risks, and mitigation strategies.
- Maintain current knowledge of statutory, regulatory, and policy changes impacting federal contracting.
- Review contractor performance, deliverables, schedules, and financial objectives to ensure contractual requirements are achieved.
- Support performance assessments and periodic reviews of contractor execution and contract outcomes.
- Assist in identifying performance risks and developing corrective action recommendations.
- Monitor contract performance metrics and support reporting activities related to contractual and financial objectives.
- Serve as a primary point of contact for contractual matters involving government customers, contractors, subcontractors, consultants, and vendors.
- Coordinate with program management, finance, legal, and executive leadership to align contractual actions with business and program objectives.
- Support contractor and subcontractor management activities throughout the contract lifecycle.
- Provide expert contracting consultation, acquisition recommendations, and programmatic business analysis to project leadership and stakeholders.
- Develop reports, assessments, and recommendations supporting contractual, financial, and operational objectives.
- Interface with senior government officials, contractor leadership, and program stakeholders regarding acquisition strategy, contract execution, and program performance.
- Support project reviews and provide recommendations to improve acquisition outcomes, contract performance, and overall program effectiveness.
Education & Experience:
Required- Bachelor’s degree from an accredited college or university in Business Administration, Contract Management, Public Administration, Finance, Economics, Acquisition Management, Supply Chain Management, Law, or a related field.
- Minimum of ten (10) years of recent federal contracting experience supporting acquisition and contract administration activities.
- Experience supporting all phases of the federal acquisition lifecycle, including both pre-award and post-award activities.
- Experience supporting multiple contract types, including Fixed Price (FFP), Cost-Reimbursement, and Time & Materials (T&M) contracts.
- Current or recent experience performing Contract Specialist duties.
- Experience must be directly related to federal contracting activities. Experience limited to state, municipal, local government, or purely commercial contracting environments does not satisfy this requirement.
- FAC-C Level II certification or equivalent DAWIA Contracting Certification.
- FAC-C Level III or DAWIA Level III Contracting Certification.
- Experience supporting Department of Energy (DOE) or National Nuclear Security Administration (NNSA) programs.
- Experience supporting research and development, technical services, architect-engineering, construction, or complex professional services acquisitions.
- Experience supporting source selections, claims, protests, and advanced acquisition planning activities.
Required Knowledge, Skills & Abilities
- Deep understanding of the Federal Acquisition Regulation (FAR) and federal procurement practices.
- Strong knowledge of contract administration, acquisition planning, solicitation development, source selection support, and procurement compliance.
- Knowledge of contracting procedures, contract types, pricing methodologies, incentive structures, and procurement strategies.
- Experience evaluating contract language, identifying contractual risks, and recommending mitigation strategies.
- Strong analytical skills, including cost and price analysis, risk assessment, procurement strategy evaluation, and business analysis.
- Ability to independently manage multiple acquisition actions and competing priorities.
- Strong negotiation skills and experience developing negotiation strategies for complex procurement actions.
- Excellent written and verbal communication skills, including the ability to communicate contractual concepts to technical and non-technical audiences.
- Strong relationship management and stakeholder engagement skills.
- Ability to perform effectively under pressure and meet critical deadlines.
- High attention to detail and commitment to quality, compliance, and audit readiness.
- Ability to exercise sound judgment and appropriately elevate contracting issues when necessary.
Technical Skills
- Proficiency with Microsoft 365 applications, including Word, Excel, PowerPoint, Outlook, and Teams.
- Experience using contract lifecycle management systems and acquisition management tools.
- Familiarity with financial and project management systems used in federal contracting environments.
Work Schedule
Consistent, full-time work expected Monday through Friday, eight hours per day in a focused and fast-paced environment. Alternative work schedules may be approved based on program requirements.
