PROGRAM ANALYST
U.S. Fleet Forces Command
Summary You will serve as a PROGRAM ANALYST in the FLEET CAPABILITIES, REQUIREMENTS, CONCEPTS AND EXPERIMENTATION (N8 /N9) DIRECTORATE of COMMANDER US FLEET FORCES COMMAND. Duties You will be responsible for technical expertise, analysis, and coordination support of activities across numerous organizations which include staffs from multiple high-level stakeholders. You will organizing the nomination, evaluation, and recommendation of candidate emergent capabilities for entry into the force development process. You will support development of criteria to identify emergent capabilities requiring significant fleet headquarters and subordinate command attention to ensure successful force development. You will support generation of comprehensive force development plans and POAMs for emergent capabilities. You will facilitate and support the conduct of stakeholder periodic assessment of individual emergent force development plan information on all key activities required to be accomplished and synchronized. You will generate presentation material for utilization at weekly force development sessions. You will coordinate with scheduled emergent capability briefers for development and collection of briefing materials. Requirements Conditions of employment Must be a US Citizen. Must be determined suitable for federal employment. Must participate in the direct deposit pay program. Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. Males born after 12-31-59 must be registered for Selective Service. You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. MSP/PPP applicants must currently hold the required security clearance. Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing. This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time. Qualifications To qualify for a GS-13, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with the Department of War's acquisition, resourcing, and requirements processes to include the Planning, Programming, Budgeting, and Execution (PPBE) process. Experience analyzing and assessing complex programmatic issues and wholeness gaps to develop and synchronize force development plans and Plans of Action and Milestones (POAMs) for emergent capabilities. Experience creating and delivering executive-level briefings and data visualizations for Flag Officers or Senior Executive Service members using tools such as Microsoft PowerPoint and Power BI. Experience collaborating with high-level stakeholders, such as Navy Headquarters, Fleet Commanders, and System Commands, to integrate and modernize Navy capabilities. Experience utilizing data analytic tools, databases, or electronic dashboards to conduct in-depth analysis, research, and report on emergent military capabilities.
