About the Role

Wintec Industries is seeking an experienced 3PL Network & Performance Manager to oversee third-party logistics (3PL) partner performance, strengthen warehouse network governance, and drive continuous operational improvement.

This role is responsible for managing assigned U.S. warehouse partner relationships, monitoring service performance, implementing corrective actions, and supporting warehouse sourcing and evaluation activities.

The ideal candidate has a strong background in third-party logistics, warehouse operations, and vendor performance management, with the ability to collaborate across multiple locations and international teams.

Key Responsibilities

3PL Partner Performance Management

• Manage performance of assigned 3PL and EMS warehousing partners to ensure compliance with service-level agreements (SLAs), operational KPIs, and customer requirements.
• Conduct regular partner performance reviews, identify service gaps, and address recurring operational issues.
• Develop and follow up on corrective-action plans to ensure timely and sustainable resolution.
• Escalate significant service failures and recommend appropriate improvements.

3PL Network Governance & Collaboration

• Establish and maintain standardized performance scorecards, reporting procedures, and escalation processes across the 3PL network.
• Manage assigned U.S. warehouse partner relationships and coordinate with regional Logistics teams, including Taiwan, to maintain consistent performance standards.
• Collaborate with Program Management, Logistics, and other internal teams to resolve partner performance issues and improve service reliability.
• Monitor warehouse partner capabilities, operational performance, and potential service risks.

Warehouse Sourcing & Evaluation

• Identify and evaluate suitable warehouse locations within Wintec's approved 3PL partner network based on customer and operational requirements.
• Obtain and review warehouse service proposals, quotations, capacity information, and operational capabilities.
• Coordinate warehouse site visits and facility assessments as needed.
• Prepare facility comparisons and recommendations to support warehouse selection and activation.

Process Improvement

• Develop and implement standardized 3PL performance management processes and reporting tools.
• Identify opportunities to improve warehouse partner performance, operational efficiency, and service consistency.
• Work with internal teams and external partners to implement corrective actions and sustainable process improvements.
• Support regional teams in adopting standardized procedures and performance expectations.

Qualifications

Required

• Experience in third-party logistics, warehouse operations, supply chain operations, or logistics service-provider management.
• Proven ability to monitor and improve external logistics provider performance.
• Strong understanding of warehouse operations, inventory management, receiving, shipping, and fulfillment processes.
• Experience managing vendor performance issues and implementing corrective actions.
• Ability to evaluate warehouse capabilities and assess potential service-provider locations.
• Strong analytical and problem-solving skills, including proficiency in Microsoft Excel and operational reporting.
• Excellent communication, organizational, and cross-functional collaboration skills.
• Ability to work independently and manage multiple priorities across geographic locations.
• Strong written and verbal communication skills in English.

Preferred

• Experience managing multi-site 3PL or warehouse service-provider networks.
• Background in electronics supply chains, high-tech manufacturing, or EMS warehousing.
• Experience developing vendor scorecards, monitoring SLAs, and implementing corrective-action programs.
• Familiarity with warehouse management systems (WMS), ERP systems, and logistics reporting tools.
• Experience conducting warehouse site assessments and facility evaluations.
• Experience collaborating with international teams, particularly across North America and Taiwan.

Location & Travel Requirements

• Position must be based in Tennessee or California.
• Travel to warehouse and 3PL partner locations is required as needed for performance reviews, facility evaluations, and operational assessments.
• Must be able to collaborate with Taiwan-based operations teams across time zones.
