Human Resource Specialist

Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Human Capital (OHC), Division of Performance and Organizational Programs (DPOP). As a Human Resources Specialist, GS-0201-13, you will perform complex and significant program and operation work related to the Senior Executive Services (SES), Senior Level (SL) positions, Schedule C and non-career SES political appointment positions, and related activities. - Serves as an advisor to managers on all issues related to Executive Resources and provides expert management advisory and consultative services to senior officials CMS-wide.
- Develops position descriptions and classifies positions, conducts recruitment, including merit staffing, and evaluates applicants' qualifications.
- Provides staff guidance and advice to programs and offices regarding recruitment and placement, position classification, and performance management requirements of executive personnel.
- Monitors the entire recruitment process including panel operations to assure quality staffing of Senior Executive Service (SES) positions.

- You will be subject to a background and suitability investigation.
- Time-in-Grade restrictions apply.
- Selective Service: Males born after December 31, 1959, must be registered or exempt from Selective Service -
- One-year probationary period may be required
- If you are selected for this position, the documentation that you present for purposes of completing the Department of Homeland Security (DHS) Form I-9 will be verified through the DHS "E-Verify" System
- All Federal employees are required to have Federal salary payments made by direct deposit to a financial institution of their choice
- You must obtain, within 12 months, and maintain a Delegated Examining Certification
- Performing recruitment functions for Senior Executive Service (SES) positions to include posting announcements and reviewing Executive Core Qualifications (ECQs);
- Developing and classifying SES position descriptions;
- Administering performance management systems for SES personnel; AND
- Providing advisory and consultative HR guidance to Agency stakeholders on SES, SL/ST, or political appointee personnel policies and actions.
