Executive Development Program Manager

Summary

The Office of the Assistant Secretary for Administration and Management (OASAM) provides the infrastructure and support that enables the U.S. Department of Labor to perform its mission. OASAM provides leadership and support for information technology human resources management procurement business operations safety and health space management civil rights emergency management security budget and performance.

Duties

This position is located in the Division of Executive Resources (DER) within the Office of Human Resources (OHR) OASAM. The Division is responsible for developing policies and providing human resource services and operational support for the members of the Senior Executive Service (SES) and non-career staff.

Major duties include but are not limited to the following:

• Plan design develop deliver evaluate and update technical training programs and curricula for Department-wide executive development across all Department of Labor (DOL) agencies to ensure enterprise learning quality relevance and mission alignment.
• Develop Department-wide policy procedural guidance SOPs and instructions for executive resources and executive development programs to standardize practices and ensure compliance across the enterprise.
• Conduct complex analyses and special studies (quantitative/qualitative) on DOL training effectiveness and program trends to diagnose issues and produce evidence-based recommendations for senior leadership.
• Lead SME workgroups and serve as the authoritative subject matter expert to create evaluate and revise enterprise training content and tools to maintain technical accuracy consistency and alignment with DOL policy.
• Advise senior leadership and serve as principal liaison across DOL and program offices to identify operational needs strengthen performance and guide executive development priorities and resource approaches.

At the GS-13 level the incumbent performs similar duties; however responsibilities are less complex and work is performed with greater guidance from the supervisor or other specialists.

Qualifications

For GS-14: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service.

For GS-13: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-12 in the Federal Service.

Specialized Experience is the experience that equipped the applicant with the particular knowledge skills and abilities (KSAs) to perform the duties of the position successfully and that is typically in or related to the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level.

To qualify for this GSapplicants must meet 3 of the following examples of specialized experience:

• Experience assisting in development and delivery of executive development training content for executives and managers to support Department-wide executive learning objectives and capability-building efforts.
• Experience supporting SES career development talent management and executive development processes by gathering data drafting materials and coordinating actions to ensure accurate documentation consistent implementation and smooth program operations.
• Experience conducting routine training needs assessments data reviews and evaluation activities for executive development programs to identify capability gaps summarize findings and support program enhancement recommendations.
• Experience coordinating communications logistics and materials for executive development activities for department-wide training events to ensure timely preparation effective delivery and successful participant engagement.

To qualify for this GSapplicants must meet all of the following examples of specialized experience:

• Experience managing and leading Department-wide executive training and development programs for SES and senior-level staff to plan design deliver and evaluate technical training that advances enterprise workforce capability.
• Experience developing agency-wide policy SOPs and guidance for executive development to standardize practice and ensure compliance.
• Experience conducting program analyses and leading subject matter expert (SME) workgroups on enterprise training content and evaluation tools to maintain technical accuracy consistency and continuous improvement of executive development offerings.

Education

There is no substitute of education for specialized experience to qualify for this position.
