INSTRUCTOR OF SYSTEMS ENGINEERING

Summary The primary purpose of this position is to serve as a subject-matter expert authority for Systems Engineering on the resident faculty of AFIT/LSS, performing a wide variety of duties and responsibilities encompassing leadership and coordination of a group of faculty carrying out instruction, curriculum development, administration, research, and consultation as required. Responsibilities Performs Course Director Duties. Ensures the effective coordination of every activity required to plan, develop, implement, evaluate, and maintain any course of study or educational program for which technically and administratively responsible. Provides instruction encompassing the full range of activities involving the System Engineering discipline. Conducts extensive applied research of referenced subjects through interaction with subject matter experts at SAF/AQ, DAU, HQ AFMC, product centers, air logistics centers, laboratories and test centers and incorporates output of research into up-to-date, accurate and timely instruction. Works with Curriculum Development and Interactive Courseware Development Specialists to determine the most effective training techniques to apply in house, off-site, and web-based offerings. Prepares class schedules, arranges for quest speakers, tracks pass/fail status of students, and ensures effective coordination of all activities in the conduct of courses for which administratively responsible. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements (IOR) for the GS-1701, General Education and Training Series. BASIC QUALIFICATIONS: A. Successful completion of a degree from an accredited college or university that included or was supplemented by major study in Education or in a subject matter field appropriate to the position (e.g. Systems Engineering, etc.). OR B. Combination of education and experience -- courses equivalent to a major in Education, or in a subject-matter field appropriate to the position (e.g. Systems Engineering, etc.), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described in A above. AND SPECIALIZED EXPERIENCE: At least (1) one year of specialized experience equivalent to the next lower grade (GS-12) level in the Federal service or equivalent pay systems. Examples of specialized experience include the following: Applied expert knowledge of systems engineering principles and policies. Planning, organizing, and presenting information, courseware, lessons-learned, techniques, advice or guidance to groups of peers or near-peers in an adult learning environment such as teaching live classroom and/or web-based delivery classes in an academic environment, or presenting at conferences, symposia, "brown bags," or similar forum. YOUR RESUME MUST SHOW EVIDENCE OF ENGINEERING MANAGEMENT. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert knowledge, both theoretical and applied, of Systems Engineering concepts, practices, and regulations required to have mastered principles, policies, and practices of systems engineering for substantive national level programs sufficient to plan, organize, and manage critical aspects of the development, production, and implementation of the assigned educational/instructional program. 2. Mastery of Systems Engineering policies and practice, both current and under legislation, of national acquisition reform initiatives, processes and documents. Included knowledge of activities and purpose of functional support personnel and the ability to coordinate such aspects of systems acquisition as engineering, procurement, program control, configuration, test, manufacturing, and integrated logistics support in order to effectively implement the instructional program. 3. An educational degree in a science (examples: physics, computer science), technology (ex: industrial technology, manufacturing technology), engineering (ex: mechanic, electrical, industrial), or math (ex: CORE PERSONNEL DOCUMENT NUMBER: 9XAR1272 statistics, operations research) related field is necessary. An advanced academic degree is preferred. 4. Thorough knowledge of current policies and procedures for all other acquisition specialties sufficient to integrate those policies and procedures into the Systems Engineering curriculum. Encompasses analytical knowledge of the military command structure, missions, programs, and organizational relationships and includes a mastery of the application of a wide range of quantitative and qualitative methods used for the assessment and improvement of educational program effectiveness. 5. Considerable knowledge of aeronautical systems, weapon systems, and the integration of related support functions. Includes knowledge of acquisition Systems Engineering goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments. 6. In-depth working knowledge of computer applications, with emphasis on the ability to use computers for the development and implementation of simulations and exercise, graphic and multi-media presentations, and Internet- based Instructional Programs. Includes ability to effectively manage electronic messages and utilize associated media/programs for rapid transfer of textual matter and scheduling. 7. Skill to plan, organize and facilitate course development work and to negotiate effectively with management (to the level of SAF/AQ and MAJCOM HQ) to accept and implement recommendations, where the proposals involve substantial agency resources, require extensive changes in established procedures, or may be in conflict with the desires of some team members. Ability to integrate effective instructional methods into the development and presentation of courseware that motivates and enables maximum learning of highly complex subject matter which may be difficult to learn. 8. Ability to create and maintain an effective student-teacher relationship with mature professionals as well as with peers and administrators. Skilled in leading discussions and in speaking before audiences, clearly expressing concepts and techniques. Skill in developing, reviewing/editing texts, handouts, manuscripts, case exercise and examinations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
