Join the U.S. Postal Service Office of Inspector General (USPS OIG) as an Audit Manager (Information Systems) in our Technology Operations Directorate . Our Technology Operations Directorate is located in: Bethesda, MD Denver, CO Raleigh, NC Warrendale, PA Woburn, MA Compensation: The USPS OIG is an Excepted Service agency using a Pay Banding system equivalent to the Federal GS scale. Grade and salary are determined based on education and experience. This position is advertised at the Manager Band level, equivalent to GS-14. Salary range is $136,093.00 - $193,790.00, including locality pay. For locality table specifics, visit OPM's General Schedule (GS). Minimum Qualification Requirements You must meet all the minimum qualifications listed below. Professional Experience Requirement: Four (4) or more years of full-time experience leading complex, multi-location (organization-wide) technical audits, evaluations, or assessments. OR Four (4) or more years of full-time experience evaluating the efficiency and effectiveness of programs, functions, and operations, or related responsibilities for managing and maintaining system security postures. (Your resume must reflect where, when, and how you gained this experience) Education Requirement: Degree in auditing or a related field such as computer science, information technology, cybersecurity, or information assurance. (Submit transcripts from an accredited college or university.) A combination of education and experience – at least four (4) years of experience in performance auditing or an equivalent combination of experience performing technical assessments, college-level education, and training that provided professional auditing knowledge. The applicant’s background must also include one of the following: Technical certificate such as a Certified Information Systems Auditor (CISA) or Certified Information Systems Security Professional (CISSP), or Certified Information Security Manager (CISM). Completion of the requirements for a degree that included substantial coursework in auditing or accounting, e.g., 15 semester hours (submit transcripts from an accredited college or university). Auditor (0511) Related and Accepted Degrees Business Related, including but not limited to: Auditing, Accounting, Business Administration, Economics, Finance, International Business, Management, Marketing, Organizational Behavior/Psychology, etc. Government Related, including but not limited to: Criminal Justice, Political Science, Public Administration, Public Policy, Law, Public Relations/Communications, etc. Technically Related, including but not limited to: Engineering, Cybersecurity, Information Security, Information Assurance, Computer Science, Networking, Information Technology, Human Resources, Journalism/Investigative Reporting, Logistics, Supply Chain Management, etc. Desirable Qualifications Advanced degree. Professional certification(s), e.g., CISA, CISSP, CISM, CAP, CASP+, or data analytics-related. Proficiency in data analytics tools or programming languages such as Python, SQL, R, ACL, or similar platforms, with a strong ability to apply programming skills for advanced data analysis and visualization to enhance audit processes and decision-making. Evaluation Factors | How you will be evaluated You must have the experience, knowledge, and skills as listed in each of the evaluation factors below. Include your major accomplishments relevant to the position requirements and factors in your resume. Mastery of a professional knowledge of the theories, concepts, principles, and practices of information systems auditing sufficient to direct staff accomplishing difficult assignments involving interfaces and inter-relationships between and among programs, systems, applications, functions, operations, policies, and various issues. Knowledge of the organization of the Office of the Inspector General, its mission, program objectives and operations, and the relationship of audit functions with agency management functions. Skill in planning work to be accomplished by subordinates; setting priorities; evaluating performance; giving advice, counsel, and instructions; effecting minor disciplinary actions; and identifying developmental and training needs. Skill in defining problems, analyzing alternatives, and recommending solutions to difficult audit problems. Ability to express and present ideas clearly and concisely, both orally and in writing.
