What You'll Do:

Construction Inspectors perform technical inspection work to ensure public infrastructure, private development, and capital improvement projects comply with approved plans, specifications, permits, engineering standards, and applicable regulations within the Water Resources Department.

Essential Tasks & Responsibilities:

Water Resources

  • Inspect construction of water distribution, wastewater collection, treatment facilities, and related utility improvements.
  • Support emergency response infrastructure repairs as assigned.
  • Inspect construction projects throughout all phases of work to verify compliance with approved plans, specifications, permits, City standards, and applicable local, state, and federal regulations.
  • Review construction materials, equipment, and workmanship to ensure quality standards and contract requirements are met.
  • Interpret engineering plans, technical specifications, standard details, construction contracts, and applicable codes and regulations.
  • Inspect utility installations, street cuts, and public infrastructure improvements for compliance with approved standards, as assigned.
  • Identify deficiencies, document findings, communicate required corrective actions, and verify completion of corrective work.
  • Perform field measurements, calculations, quantity verification, and documentation to support project administration and contract management.
  • Perform or coordinate field testing, material sampling, laboratory testing, and quality assurance/quality control activities.
  • Review contractor pay requests, contract quantities, change orders, field modifications, and supporting documentation for accuracy and compliance.
  • Maintain accurate inspection reports, daily logs, testing records, permits, photographs, electronic project documentation, and other technical records.
  • Document field changes and as-built conditions for engineering and permanent records.
  • Conduct follow-up inspections and assist with project closeout, final acceptance, and completion documentation.
  • Coordinate construction activities with contractors, developers, engineers, consultants, utility representatives, regulatory agencies, property owners, and City staff.
  • Attend project progress meetings, contractor scheduling meetings, utility coordination meetings, public meetings, and other meetings related to assigned projects.
  • Ensure compliance with OSHA regulations, City safety policies, erosion and sediment control requirements, environmental regulations, and established construction standards, as applicable.
  • Provide inspection support for emergency or after-hours construction, utility repairs, or other assigned work.
  • Serve as the City's representative in the field by promoting quality workmanship, regulatory compliance, public safety, and effective communication throughout the construction process.
  • Perform related duties as assigned.

Qualifications:

Required Qualifications

  • High school diploma or GED and 5 years of experience in construction inspection, public infrastructure construction, civil construction, utility construction, engineering support, contract administration, or a closely related field; OR Associate's degree or higher in Civil Engineering Technology, Construction Management, Engineering, or a closely related field and 3 years of related experience.
  • Valid driver's license with an acceptable driving record.

Preferred Qualifications

  • Experience inspecting or constructing water distribution and wastewater collection infrastructure.
  • American Public Works Association (APWA) Certified Public Infrastructure Inspector (CPII).
  • North Carolina Grade I Wastewater Collection Certification
  • North Carolina Grade C Water Distribution Certification
  • Experience administering construction contracts and reviewing contractor pay requests.

Knowledge, Skills, and Abilities

  • Knowledge of construction methods, materials, inspection techniques, and quality assurance practices related to water distribution and wastewater collection infrastructure.
  • Knowledge of engineering plans, specifications, standard details, construction contracts, and contract administration practices.
  • Knowledge of applicable construction codes, safety regulations, environmental requirements, erosion and sediment control practices, and City standards.
  • Ability to read, interpret, and apply engineering plans, technical specifications, construction standards, contracts, and regulatory requirements.
  • Ability to inspect construction activities, identify deficiencies, evaluate compliance, and recommend appropriate corrective actions.
  • Ability to perform mathematical calculations involving measurements, quantities, grades, elevations, construction estimates, and pay quantities.
  • Ability to prepare accurate inspection reports, project documentation, correspondence, and technical records.
  • Ability to communicate technical information effectively, both verbally and in writing, with contractors, engineers, developers, consultants, City staff, regulatory agencies, property owners, and the public.
  • Ability to exercise sound judgment, solve practical field problems, make decisions within established policies and procedures, and consistently enforce applicable standards.
  • Ability to establish and maintain effective working relationships while representing the City in a professional manner.
  • Ability to use computers, tablets, inspection software, GPS equipment, testing devices, cameras, measuring equipment, and other technologies used in construction inspection.

  • Ability to communicate effectively in person, by telephone, and through electronic communication with coworkers, contractors, consultants, public officials, and the public.
  • Ability to hear and understand conversations, equipment alarms, traffic, and other audible signals in office and construction environments.
  • Ability to maintain visual acuity for reading construction plans, technical documents, maps, reports, measurements, and electronic devices.
  • Ability to distinguish details at both close and long distances while inspecting construction activities and operating a motor vehicle.
  • Ability to judge distances, depth, spatial relationships, grades, and elevations while performing inspections in varied terrain and construction environments.

Physical Demands

  • Walks, stands, climbs, bends, stoops, kneels, crouches, crawls, reaches, and traverses uneven or obstructed terrain.
  • Accesses active construction sites, utility easements, unfinished roadways, and other work areas while maintaining situational awareness.
  • Uses hands and fingers to operate computers, tablets, cameras, measuring devices, testing equipment, hand tools, and other inspection equipment.
  • Operates City vehicles to travel between project sites.
  • Frequently lifts, carries, pushes, or pulls materials and equipment weighing up to 50 pounds.

Mobility

  • Ability to safely access construction sites that may include steep slopes, ladders, confined work areas, uneven surfaces, varying elevations, and restricted access locations.
  • Ability to work outdoors for extended periods while performing inspections and documenting construction activities.

Work Environment

  • Work is performed in both office and field settings.
  • Field work regularly exposes employees to changing weather conditions, including heat, cold, rain, humidity, wind, and direct sunlight.
  • Employees may be exposed to construction equipment, moving traffic, dust, dirt, mud, noise, vibration, insects, vegetation, standing water, and other conditions commonly associated with construction sites.
  • Employees may occasionally encounter unsanitary conditions, offensive odors, wet environments, areas with limited access or restricted clearances, and low-light conditions requiring the use of portable lighting.
  • Work may require responding to emergency situations, entering active construction zones, and wearing appropriate personal protective equipment (PPE) in accordance with OSHA regulations and City safety policies.
