Civil Project Manager

Position Overview

The Civil Project Manager is responsible for the successful planning, execution, and delivery of residential, commercial, public, and utility infrastructure projects. This position manages scope, schedules, budgets, resource allocation, client relationships, and engineering coordination while ensuring high-quality deliverables and exceptional client service. The role leads multidisciplinary teams, supports business development efforts, and collaborates with principal engineers and senior leadership to achieve project and organizational objectives.

Reports to: President with direct supervision from Principal Engineers

Duties and Responsibilities

Technical Responsibilities

• Lead design and technical execution while ensuring adherence to established engineering standards.
• Perform, review, and approve engineering calculations, reports, plans, specifications, cost estimates, and construction documents.
• Provide technical direction to project teams and resolve complex design issues.
• Ensure engineering designs comply with applicable codes, regulations, client requirements, licensing requirements, and company quality standards.
• Coordinate engineering activities with survey, planning, permitting, and other project disciplines.
• Review, approve, and seal engineering plans and supporting documents, as authorized, while fulfilling Engineer of Record (EOR) responsibilities in accordance with applicable licensing requirements and company procedures.
• Support construction through site visits, responses to RFIs, and technical recommendations.

Project Management 

• Manage multiple projects from proposal through completion.
• Develop and monitor project scope, schedules, budgets, and resource allocation.
• Prepare work plans and coordinate staffing.
• Review and approve invoices while monitoring project financial performance.
• Manage change orders and contract modifications.
• Monitor accounts receivable and support collection efforts.
• Identify and manage project risks and implement corrective actions.
• Ensure projects are completed on schedule, within budget, and in accordance with client expectations.

Client and Business Development

• Develop and maintain client relationships.
• Identify opportunities for additional services and repeat business.
• Prepare statements of qualifications (SOQs), proposals, and technical presentations.
• Represent LDC, Inc. in meetings with clients, agencies, and industry stakeholders.
• Participate in business development activities and industry organizations.

Leadership and Staff Development 

• Lead multidisciplinary project teams.
• Assign, prioritize, and review the work of engineering staff.
• Provide coaching, mentoring, and performance feedback.
• Foster collaboration, accountability, and continued staff development.

Additional Responsibilities

• Performs other duties and responsibilities as assigned.

Skills and Specifications

• Applies advanced engineering and business knowledge to project management and decision-making.
• Negotiates effectively and resolves conflicts involving project, client, and contractual matters.
• Demonstrates advanced proficiency in Civil 3D and Bluebeam.
• Uses Microsoft Office Suite effectively.

Education, Experience, and Qualifications

• Eight (8) or more years of civil engineering experience.
  
• Bachelor of Science degree in civil engineering; master’s degree preferred.
• Private-sector land development project experience required.
• Public-sector project experience preferred.
• Construction field experience preferred.
• Washington State Professional Engineer (PE) license required.
• Multi-state licensure preferred.
• Valid Washington State driver’s license and an acceptable driving record.

Physical Considerations

• Ability to operate standard office equipment, including a personal computer, printer, copier, and telephone.
• Ability to perform repetitive, fine hand and arm movements associated with computer use and document handling.
• Ability to occasionally travel to project sites, client meetings, and jurisdictional offices.
• Ability to traverse active construction sites while wearing appropriate personal protective equipment (PPE) when required.
