Senior Civil Project Manager

Position Overview

The Senior Civil Project Manager is responsible for leading the successful planning, execution, and delivery of large, complex, or high-profile residential, commercial, public, and utility infrastructure projects. This position oversees project execution, client management, resource planning, and technical performance while ensuring projects are delivered on schedule, within budget, and in accordance with client expectations and company quality standards. The role collaborates closely with principals and senior leadership, mentors project managers and engineering staff, strengthens client relationships, and supports strategic growth initiatives and operational excellence.

Reports to: President with supervision from Principal Engineers

Duties and Responsibilities

Leadership and Project Management

• Lead multidisciplinary project teams and provide oversight of engineering and technical staff.
• Provide coaching, mentoring, and performance guidance to project managers and engineering staff.
• Develop project schedules, workload forecasts, and resource plans that support project and department objectives.
• Identify and secure resources to meet project objectives.
• Assign work to maximize staff utilization while supporting operational efficiency and department initiatives.
• Coordinate handoffs between internal disciplines to support efficient project execution.
• Ensure complete project documentation and consistent quality assurance and quality control throughout the project lifecycle.
• Monitor project scope, schedules, budgets, profitability, and portfolio performance.
• Facilitate resolution of complex project, client, and resource issues.

Client Management and Business Support

• Serve as primary client contact and maintain long-term client relationships.
• Identify opportunities for additional services and coordinate with principals and senior leadership on business development efforts.
• Lead the preparation of statements of qualifications (SOQs), proposals, and interview presentations for assigned pursuits.
• Represent LDC, Inc. at client meetings, agency meetings, professional organizations, and industry events.

Technical Responsibilities

• Provide technical oversight for engineering design and project execution.
• Review and approve engineering calculations, reports, plans, specifications, cost estimates, and construction documents.
• Lead resolution of complex engineering and constructability issues.
• Coordinate engineering efforts with survey, planning, permitting, and other project disciplines.
• Ensure engineering deliverables comply with applicable codes, regulations, licensing requirements, and company quality standards.
• Review, approve, and seal engineering plans and supporting documents, as authorized, while fulfilling Engineer of Record (EOR) responsibilities in accordance with applicable licensing requirements and company procedures.
• Support construction through site visits, responses to RFIs, and technical recommendations.

Additional Responsibilities

Skills and Specifications

• Applies advanced business, engineering, and project management knowledge to complex assignments and decision-making.
• Negotiates effectively and resolves complex project, client, and contractual matters.

• Demonstrates advanced proficiency in Civil 3D, Bluebeam, and other applicable engineering software.
• Uses Microsoft Office Suite effectively.

Education, Experience, and Qualifications

• Ten (10) or more years of civil engineering project management experience.
• Private-sector land development project experience required.
• Bachelor of Science degree in civil engineering; master’s degree preferred.
• Public-sector project experience preferred.
• Construction field experience preferred.
• Washington State Professional Engineer (PE) license required.
• Multi-state licensure preferred.
• Project Management Professional (PMP) certification preferred.
• Valid Washington State driver’s license and an acceptable driving record.

Physical Considerations

• Ability to operate standard office equipment, including a personal computer, printer, copier, and telephone.
• Ability to perform repetitive, fine hand and arm movements associated with computer use and document handling.
• Ability to occasionally travel to project sites, client meetings, and jurisdictional offices.
• Ability to traverse active construction sites while wearing appropriate personal protective equipment (PPE) when required.
