Fiscal Monitor (SOR)

JOB SUMMARY This is a grant funded position . The incumbent of this position serves as a Fiscal Monitor for the Department of Behavioral Health. Responsible for monitoring, reviewing, and analyzing budgets, fiscal reports and expenditures for specific State Opioid Response (SOR) 2 initiatives. Conducts financial reviews and internal and external audits of provider services for compliance with Federal and District Government laws, rules, regulations, and licensure requirements and grant agreements. Conducts audit inspections of program facilities, patient health care records, and clinician's credentials for compliance. Reviews and analyzes budgets by ensuring fiscal records are maintained in accordance with contract and grants specifications. Prepares memoranda, reports, instructional and procedural materials relative to program financial operations and procedures. Prepares written reports summarizing data findings and provide recommendations for improvements. This position IS in the collective bargaining unit represented by SEM and you may be required to pay an agency service fee through an automatic payroll deduction Area of Consideration : OPEN TO THE GENERAL PUBLIC
Appointment Duration : Term Appointment; Not-to-Exceed 13 months First Screening Date : May 25, 2026; And Every Two (2) Weeks Thereafter Tour of Duty : 8:30 a.m. 5:00 p.m., Monday Friday QUALIFICATIONS: Candidates must possess one (1) year of specialized experience equivalent to the next lower grade level. Specialized experience experiences, which have equipped the candidate with the knowledge, skills, and abilities to successfully perform the duties of the position to be filled. LICENSURE None EDUCATION High School Diploma or Equivalency WORK EXPERIENCE Experience in conducting financial reviews and audits of provider services. WORK ENVIRONMENT The work is usually performed in an office setting. Position Designation: This position is deemed as Security Sensitive pursuant to Section 410 of Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening, individuals applying for or occupying security sensitive positions are subject to the following checks and tests:
RESIDENCY REQUIREMENT A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position in the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position may be awarded a 10-point residency preference over non-District applicants unless the person declines the preference points. Applicants claiming Residency Preference will be required to maintain residency in the District of Columbia for a minimum of seven (7) years. Failure to do so may result in forfeiture of employment. - Traffic record check (as applicable);
- Consumer credit check (as applicable);
- Reasonable suspicion drug and alcohol test; and
- Post-accident or incident drug and alcohol test.
