JOB DESCRIPTION – HOME CARE HIRING ADMINISTRATOR

Position Summary

Previous experience as a hiring manager or human resource manager is required for this position.  Previous experience as a Personal Care Attendant, with skills performing activities of daily living is required for this position.  Applicants without this required experience will be disqualified.

Reporting to the President/CEO, the Hiring Administrator is a full-time position that is instrumental in optimizing the staffing of the Agency, directly affecting the customer service experience of our clients and their families. The Hiring Administrator is responsible for adding a quota of per-diem Personal Care Attendants each month. Supporting front-line employees to succeed in line with best practices and the mission of the enterprise. Increasing the Agency’s ability to take on new business and service new referral sources and families. The Hiring Administrator supports the business operations of Worcester Home Care.

Reporting Positions: Care Manager, Community Care Liaison, Scheduling Coordinator, Care Staff.

Responsibilities

1. Human Resources/Employee Manager. Meet defined goals for the hiring of qualified per-diem Personal Care Attendants on a monthly basis. Lead in the marketing for new applicants, identification of applicants as prospects, outreach to qualified prospects, interviewing of prospects, securing references for prospects, and running background screenings of prospects. Perform orientation on-boarding and training program for new and existing Personal Care Attendants. Train proprietary Palliative Personal Care Module program. Determine needs for the company and provide plans and goals to meet those needs with proper staffing.

2. Manage all Personal Care Attendants. Supervise, coach, guide and train all Personal Care Attendants. Evaluate and grade the performance of Personal Care Attendants in the field as well as communication with other Care Administrators. Perform human resource functions as necessary, including discipline up to and including termination. Document ongoing care and performance of Personal Care Attendants. Renew Certified Nursing Assistant (or other) certifications, as needed. Provide employment documents as needed, ex. W2 forms.

3. Collaborate with the management team, as needed, to perform operational functions of the enterprise, in support of other team members. Report to President/CEO and Lead Care Administrator. Functions include care plan implementation, scheduling, marketing, and administrative duties, as well as performing personal care in the field.

4. Collaborate with the Scheduler/Care Administrator, as needed. Supplement scheduling needs when Scheduler/Care Administrator needs assistance. Serve as back-up Scheduler/Care Administrator when the primary is on vacation.

5. Perform and manage care under federal and state laws. Perform and manage care under guidelines set by liability and worker’s compensation insurance policies. Comply with corporate and preferred guidelines of referral partners, including hospices and assisted living facilities.

7. This is a salaried position. Worcester Home Care is a 24/7 business and the Hiring Administrator may be called upon for support at unexpected times. The company will limit these intrusions and protect the personal life of this employee.

8. Schedule: Must be available weekdays 7am-7pm, and on-call alternate weekends. Will be assigned the “phone” at times, meaning serving as “ Administrator/Manager on Duty” and assigned the phone for all care issues. Assigned the “phone” on rotating weekends, Fridays at 7pm through Mondays at 7am.

Responsible for scheduling his/her day with activities based on the variables related to the hiring process, as well as the needs of the seniors under Agency care and/or the administrative support of the Agency within the 7am-7pm weekday limits. Self-determine whether to concentrate time early in the day or later in the day, whether to have a heavier day one day than another, and whether to plan personal appointments or responsibilities during this 7am-7pm window, as long as all tasks are complete and the care of the seniors under service are met, and the Supervisor is informed on a daily basis. The Hiring Administrator will be expected to be in the West Boylston office for significant periods each week, when not out of the office marketing for new employees or supporting the Agency's care mission.

9. Position includes two weeks of paid vacation time. All vacation time must be requested to the Supervisor at least a month before the period in question and must be approved before it is taken. The company prefers that at least one week of vacation be taken during the first quarter of each year (January through March). Vacation time of other Care Administrators will not overlap. Unused vacation time does not roll over to subsequent years. This position is extended five personal days per year. Personal days of other Care Administrators will not overlap. Unused personal days will not roll over to subsequent years.

10. All formal personal time off must be requested to the Supervisor at least 48 hours before the time in question and must be approved before it is taken. An example of this would be a medical appointment.

11. Daily tasks will include the following, but not exclusively: 1. Utilizing job boards and other avenues to interact with prospective applicants; 2. Setting up interviews and orientations; 3. Performing interviews and orientations; 4. Completing reference checks on potential new employees; 5. Completing background screenings of potential new employees; 6. Inputting proper documentation and systems to complete hiring process; 7. Field visits of all sorts, to check in on seniors under service or individual Personal Care Attendants; 8. Occasionally serving as primary aide on a shift to cover or to determine changes to care plans; 9. Interactions with seniors or families on service, as well as referral sources; 10. Other administrative or care related tasks.

12. Responsible for covering for President/Supervisor when he is on vacation or off duty, including new business calls. Responsible for covering for Scheduler/Care Administrator, Recruiter/Care Administrator, or other managers as needed.

15. Responsible for serving as a Personal Care Attendant, for the purpose of covering a shift or evaluating care.

16. Responsible for helping Supervisor with marketing and networking opportunities (as needed).

Position Requirements

Ø Familiarity with basic office functions, including MS Office and other basic computer usage.

Ø Active driver’s license and access to transportation for all work functions.

Ø Authorized to work in the United States of America.

Ø Primary residence in Massachusetts.

Ø Hiring based on a clean background screening at time of hiring and each year thereafter.

Ø Proficient in performing activities of daily living.

Ø Experience in managing Personal Care Attendants for a minimum of one year.

Ø Excellent interpersonal skills and ability to communicate professionally with a variety of constituents including Personal Care Attendants, office staff, clients/families and community professionals.

Ø Excellent telephone etiquette and mannerisms. Ability to communicate effectively with prospective clients and the public over the telephone.

Ø Ability to maintain the confidentiality of client and staff information encountered in the course of work.

Ø Excellent verbal and written communication skills.

Ø Organizational skills, accuracy and attention to detail.

Ø Knowledge of and proficiency in the use of office equipment and software programs including Microsoft Word, Microsoft Excel and Outlook. Ability to learn how to utilize additional software programs and databases as needed.
