Senior Talent Engagement Analyst (Talent Acquisition)

Travel to the Sacramento headquarters may be required as needed. This position may be eligible for telework in accordance with departmental policies and operational needs. In-person work is required at least two (2) days per week, with in-person requirement increasing to at least four (4) days per week starting July 1, 2026, per Executive Order N-22-25. Additional in-office days may be required based on operational needs. Role : We are hiring a Senior Talent Engagement Analyst to join the Talent team. In this role you will support ODI’s talent acquisition, classification and compensation analysis, workforce planning, employee engagement, and workforce compliance activities. Responsibilities Partner with hiring managers to develop Requests for Personnel Action (RPA) packages, duty statements, classification recommendations, and recruitment strategies Conduct classification allocation analysis, workforce planning activities, and compensation research to support strategic staffing decisions Develop and manage recruitment efforts for civil service, exempt, and CEA positions Act as a strategic liaison between ODI leadership, CalHR, and hiring managers Analyze workforce trends, employee feedback, and organizational data to develop recommendations that improve employee experience and organizational effectiveness Build and maintain talent pipelines for current and future workforce needs Lead onboarding efforts and continuously improve the new employee experience Support employee engagement, wellness, recognition, and DEIB initiatives Monitor workforce compliance activities and support organizational reporting efforts Conduct research and develop recommendations that help ODI attract, retain, and develop a high-performing workforce Minimum Requirements Classification: ANALYST III Salary: $6,623.00 - $8,290.00/month New to State candidates will be hired into the minimum salary of the classification or minimum of alternate range when applicable. Limit your SOQ to two (2) pages, single-spaced, twelve-point Arial font. Describe your experience managing recruitment and staffing activities. In your response, include your experience with classification analysis, position development, recruitment strategy, candidate assessment, and selection activities. How did you ensure compliance with applicable policies and timelines? Describe a time when you partnered with leadership, hiring managers, or other stakeholders to address a workforce, staffing, or organizational challenge. What was your role, what actions did you take, and what was the outcome? Describe a workforce, employee engagement, DEIB, or organizational culture initiative that you helped develop, implement, or evaluate. Desirable Qualifications In addition to evaluating each candidate's relative ability, the following factors will provide the basis for competitively evaluating each candidate. Knowledge of California civil service laws, hiring practices, classification allocation, appointment eligibility, and workforce planning principles. Knowledge of diversity, equity, inclusion, belonging, accessibility, employee engagement, and organizational culture strategies. Experience conducting classification analysis, developing Requests for Personnel Action (RPA) packages, duty statements, and position justifications. Experience managing multiple recruitment efforts simultaneously, including civil service, exempt, and executive-level positions. Experience researching, analyzing, and applying governmental laws, regulations, policies, and procedures to workforce or personnel-related matters. Experience partnering with hiring managers, executives, and HR professionals to develop staffing solutions and workforce strategies. Experience conducting workforce planning, organizational assessments, compensation analysis, labor market research, or succession planning activities. Experience collecting, analyzing, and interpreting workforce, employee engagement, or organizational data and developing recommendations based on findings. Strong analytical, critical thinking, and problem-solving skills with the ability to develop practical and data-informed recommendations. Strong interpersonal, consultation, and relationship-building skills with the ability to effectively work with employees at all organizational levels. Strong written and verbal communication skills, including the ability to prepare reports, presentations, and executive-level recommendations.
