The Air Force Civilian Service (AFCS) is looking for a Full-Time Program Analyst-NH-0343-03 at Offutt AFB, Nebraska.

The purpose of this job is to deter strategic attack through a safe, secure, effective, and credible, global combat capability and, when directed, ready to prevail in conflict. The incumbent analyzes and evaluate issues, develop recommendations, and determine necessary policies, regulations, directives, programs, doctrine, resources and procedures for the establishment and maintenance of assigned major command program(s) and to resolve substantive problems and issues.

The ideal candidate will have experience monitoring and evaluating space, intelligence, surveillance, and reconnaissance programs. The candidate should possess a strong understanding of the defense acquisition process, Planning, Programming, Budgeting, and Execution (PPBE), and the Joint Capabilities Integration and Development System (JCIDS). The ideal candidate will also have experience supporting special operations requirements, conducting program reviews, assessing program performance, and providing recommendations to senior leaders to support informed resource and acquisition decisions.

SALARY RANGE: $76,463 - $118,204 per year without locality.

Value of Position (VOP): If your current basic salary is within the band, but above the stated VOP, your basic salary will not be reduced if you are selected for the position.

AcqDemo positions are exempt from the 180 day restriction in 5 USC 3326, Appointments of retired members of the armed forces to positions in the Department of Defense, when filled using AcqDemo-specific direct hire authorities. DUTIES AND RESPONSIBILITIES

Provides expertise and advocacy for programs related to assigned mission areas of strategic deterrence, global strike, nuclear operations and electromagnetic spectrum operations (EMSO), and enabling capabilities in space; nuclear command, control, and communications (NC3); data and analytics; cyberspace operations; and intelligence, surveillance, and reconnaissance (ISR).

Identifies nonstandard or emerging operational requirements, assesses impact on assigned programs, and develops recommendations. Prepares briefings, correspondence, reports, and other documents for cross-directorate coordination and executive approval.

Prepares detailed plans, budgets, and schedules for strategic deterrence, Combined Joint All Domain Command and Control (CJADC2), NC3, EMSO, space, cyberspace operations, data analytics and ISR programs and/or participates with management in fiscal planning, programming, and advocating.

Secures cooperation, resolves controversial matters, and conveys information relative to proposed changes in the assigned strategic deterrence, CJADC2, NC3, EMSO, space, data analytics, cyberspace operations, and ISR programs.

KNOWLEDGE SKILLS AND ABILITIES:

Knowledge of program goals and objectives; the sequence and timing of key operational events and milestones; methods of evaluating the effectiveness of planning actions related to actual events; and the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.

Knowledge of a wide range of qualitative and/or quantitative methods to participate in the assessment and improvement of command level plans and programs for conducting major operations such as: advocating future concepts; mission capability needs; PPBE; JCIDS; acquisition; special operations, Program review, and System Requirements Review.

Knowledge of the application of program expertise to expertly plan, analyze, and evaluate the effectiveness of assigned mission areas sufficient to determine the impact on program operations.

Skill in designing and conducting comprehensive studies to evaluate an assigned program's effectiveness and efficiency, preparing solutions to resolve substantive problems, and the ability to communicate findings to senior leaders.

Ability to plan, organize, and negotiate effectively with senior analysts and management for the identification, consideration, resolution, acceptance, and implementation of recommendations for issues that involve substantial resources and require extensive changes in established concepts and procedures.

Ability to communicate clearly, concisely, and effectively, both orally and in writing; negotiate complex issues; and maintain good working relationships. Knowledge or experience with one or more of the assigned mission areas of strategic deterrence, combined joint all-domain command and control (CJADC2), nuclear command, control, and communications (NC3), electromagnetic spectrum operations (EMSO), space, cyberspace operations, and/or intelligence, surveillance, and reconnaissance (ISR) sufficient to apply program expertise to the assessment of mission capability needs.

ADDITIONAL POSITION REQUIREMENTS:

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. Employee must be able to obtain and maintain a Top-Secret w/SCI clearance.

This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.

May be required to travel by military or commercial aircraft in the performance of TDY assignments.

Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

May be required to work overtime on an unscheduled or emergency basis.

Employee may need to obtain and maintain approval to access the portfolio of Special Access Programs required to perform daily duties.

Nuclear, IAMD, and protection experience is preferred but not essential.
