Position Summary
The Maintenance Worker Positions operate under the Streets Division and the Facilities and Fleet Division. The level of skill and responsibility of each position is consistent throughout both divisions with general maintenance and construction activities being the focus of the maintenance worker positions. There are different priorities for each department, but generally a maintenance worker position will be required to perform routine and non-routine maintenance on city assets, including; streets and storm drainage systems, rights of way, buildings and facilities, medians, grounds, parks and trails. On-call emergency response work is required for the maintenance worker positions as a result of various types of damage, equipment failure and alarm notifications from City facilities. Weekend work and after-hours work is required at times for City events, projects or emergencies.

• Maintenance Worker I - Entry-level class allows the incumbent to develop semi-skilled and skilled level knowledge and abilities. Performs general maintenance and construction activities and tasks 2) Prepares materials lists and acquires goods of $250 or less 3) Expected to perform assigned activities without detailed instructions.
• Maintenance Worker II - Journey level class in which incumbents are expected to independently perform the full scope of assigned duties. In addition to the responsibilities expected of a Maintenance Worker I, a Maintenance Worker II: 1) Oversees and leads the onsite project activities and tasks, through coordinating the onsite field operations and assigning tasks to maintenance staff. 2) Prepares material lists and performs quantity takeoffs for projects. 3) Acquires materials and goods up to $2,499 per project. 4) Coordinates the onsite work with contractors and other maintenance staff. 5) Prepares written recommendations to Supervisor to address deficiencies noted in the field. 6) Expected to perform assigned tasks with limited instructions.
• Senior Maintenance Worker - The incumbent performs lead supervisory duties, including assisting in the planning, assigning, and evaluation of the work of subordinates, giving recommendations on discipline, and providing training as required. In addition to the responsibilities expected of a Maintenance Worker II a Senior Maintenance Worker; 1) Coordinates onsite and offsite project details, including, a) obtaining contractor bids, b) coordinating requisition and P.O. processes, c) verifying the contract scope of work details d) providing clear direction to contractors and service providers on and off-site e) assuring project completion against contract requirements. 2) Responsible for procuring materials and goods in excess of $2,500. 3) Provides technical oversight and establishes specific goals for projects 4) Provides technical guidance within the scope of work details for maintenance and construction contracts. 5) Expected to perform tasks without technical instructions.

Examples of Essential Duties:

This class specification represents only the core areas of responsibilities; specific position assignment will vary depending on the needs of the department.

1. Concrete and Asphalt Work - form setup, grade preparation, material placement and finishing.
2. Electrical Work - replacing fixtures, trenching, repairing and installing new conduit and wiring, installing and adjusting electrical time clocks, replacing electrical components.
3. Clean-up and Custodial Work - various types of debris clean-up from wind and storm events, public events, paint and liquid spills, construction work, general custodial work.
4. Painting - general maintenance painting, caulking, masking, clean-up.
5. Landscape Maintenance - tree pruning, planting, weed abatement, water system repairs.
6. Answers emergency calls from the public and other agencies taking appropriate action such as placing barricades, removing fallen trees and limbs, replacing street signs and emergency patching of streets, water and sewer lines.
7. Light Equipment and Tool Operations - use of paint sprayers, power washers, compacting machines, various saws, drills, vacuums, leaf blowers and other power and handheld tools. Performs routine equipment safety inspections.
8. Heavy Equipment Operations. Operates dump trucks, water trucks, bucket truck, tractors, and other maintenance equipment; performs routine maintenance on equipment.
9. Performs preventative maintenance and makes repairs on City buildings and facilities requiring some skill in general construction, such as: concrete, carpentry, roofing, drywall, painting, plumbing, and routine electrical maintenance.
10. Plants and transplants flowers, bulbs, shrubs, and trees; prunes and sprays shrubs and trees; waters and fertilizes turf; mows and edges lawns, installs and repairs irrigation systems.
11. Performs other duties of similar nature and level as assigned to address organizational needs and changing organizational practices.

While all maintenance staff have a set of general maintenance duties and will assist other Public Works divisions there is a more focused set of duties for each division. Examples of typical division duties include:

FACILITIES DIVISION

• Performs building inspections, upgrades, repairs, and preventative maintenance
• Performs HVAC inspections, upgrades, maintenance, and monitors and programs HVAC settings
• Maintains park grounds including athletic courts, restroom facilities, and all grounds work
• Maintains, monitors, installs and programs various building technology systems (security system, fire alarms, ID Badge system, etc.)

STREETS DIVISION

• Surveys City streets and facilities and picks up litter, removes roadway debris and weeds; reports violations of the City's codes relating to solid waste and litter; maintains records and reports on litter.
• Maintenance of roads and concrete surfaces. Sets forms, pours, and finishes concrete and rakes asphalt in the construction, maintenance, and repair of streets, curbs, gutters, driveways, alleys, and sidewalks.
• Monitors, inspects, and installs various types of street signs and markings.
• Sets up traffic control, assists with vehicle collisions and traffic issues and other work within the streets and rights of way.
• Light Equipment Operations. Operates vehicles such as pickups to transport light rollers to perform specialized maintenance functions; traffic striping and sign painting; operates light roller to compact asphalt patching.

QUALIFICATIONS/GUIDELINES

The following generally describes the knowledge, ability, and education required to successfully perform the job duties.

Education and/or Experience:

Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance. Graduation from high school or equivalent, and experience performing duties associated with construction and maintenance tasks.

Licensing/Certifications:

Possession of an appropriate California driver's license and possession of/or ability to obtain an appropriate Class "B" with air brake and tanker endorsements within twelve months of hire and a satisfactory driving record.

Knowledge, Skills and Abilities:

• Working knowledge of common tools and equipment used in construction and maintenance work.
• Safety precautions and procedures.
• Ability to perform strenuous tasks, often for extended periods and in adverse climate conditions.
• Understand and follow verbal and written instructions.
• Communicate clearly and concisely in writing and orally.
• Knowledge of basic computer skills, email operations and software applications such as Word and Excel.
• Work safely and efficiently.
• Deal tactfully with the public.

Disaster Service Workers:


Under California Government Code Sections 3100 - 3109, public employees are designated as disaster service workers. The term "public employees" includes all persons employed by the state or any county, city, state agency, or public district. Disaster service workers are required to participate in such disaster service activities as may be assigned to them by their employer or by law. The employees working for the City of Rancho Mirage take this responsibility seriously. Disaster plans are continuously being evaluated, drills are scheduled, and employees engage in training where they practice executing emergency support services.


ADA and Other Requirements

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, and squatting, stooping, crouching, grasping and making repetitive hand movements in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment.

Heavy Work: Exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to move objects.

In addition, the incumbent in this outdoor position works in all weather conditions, including wet, hot, and cold with extreme sun exposure. Incumbents may be subjected to moving mechanical parts, electrical currents, vibrations, fumes, odors, dusts, gases, poor ventilation, chemicals, oils, extreme temperatures, inadequate lighting, work space restrictions, intense noises, travel and environmental conditions such as disruptive people
