This position provides community-based outreach, education, and individualized assistance to uninsured and underinsured Oregonians. The OHP Specialist assists individuals and families with enrollment, renewals, and ongoing navigation of the Oregon Health Plan (OHP). The position helps community members build health insurance literacy and navigate complex systems while addressing barriers related to language, digital access, socioeconomic circumstances, and other challenges. This role requires frequent one-on-one support in community and other accessible settings. The OHP Specialist builds trusted relationships with participants and community partners and helps ensure services are accessible, culturally responsive, and grounded in the strengths and needs of the communities served. Please note this is a temporary position that will end November 31st, 2026. Principle Duties & Responsibilities: Provide direct 1:1 assistance and guidance to community members with Oregon Health Plan applications, renewals, and troubleshooting. Assist participants with application follow-up, eligibility determinations, and post submission. Provide individualized education of health insurance systems and health literacy topics. Conduct outreach in communities facing barriers to healthcare access, including BIPOC, immigrant, and low-income populations. Provide culturally competent, trauma-informed assistance to help clients navigate the enrollment process. Maintain up-to-date knowledge of OHP eligibility requirements and application processes. Act as a liaison between participants and OHP or partner agencies to resolve enrollment issues. Maintain client confidentiality and accurate documentation in accordance with HIPAA and organizational policies. Maintain accurate documentation of participant interactions, application status and case activity. Partner with clinics, schools, and community-based organizations to host OHP info sessions, community tabling events, and application support events. General Responsibilities Ensure accurate data entry and recordkeeping by staff, both electronically and on paper utilizing database management systems such as Salesforce and ONE System. Monitor and maintain required documentation in compliance with program standards. Prepare timely reports for funders and internal stakeholders, ensuring accuracy and completeness. Attend required program, organizational, and funder meetings. Follow and enforce adherence to El Programa Hispano Católico's policies and procedures. Perform other duties as assigned by program supervisor. Qualifications & Requirements: Bilingual in Spanish and English, with strong bicultural competency and the ability to communicate clearly and effectively in both languages (verbally and in writing). OHP Assister Certification Required. Community Health Worker Certification preferred. Associate’s degree in public health, social work, or related field or 1 year of relevant work experience. Excellent interpersonal and communication skills; ability to work with diverse populations Excellent organizational skills with the ability to prioritize tasks, make proactive decisions, and follow through. Ability to work independently and adapt to changing priorities while collaborating effectively with a team. Proficiency in Microsoft Office programs, and data entry platforms. Strong verbal and active listening skills to lead meetings, engage with community members, and facilitate training sessions. Excellent organizational skills with the ability to prioritize tasks, make proactive decisions, and follow through. Ability to work independently and adapt to changing priorities while collaborating effectively with a team. Other Requirements: Must successfully pass all required background checks. Flexibility to work varied hours, including evenings and weekends. Willingness and ability to travel occasionally for training, workshops, or organizational needs. Occasional work outside standard office environments, including on-site visits, community outreach, home visits, etc., at multiple locations. Reliable transportation is required for work-related travel. If driving, employees must have a valid driver’s license, access to a personal vehicle, and automobile insurance that meets the agency’s minimum coverage requirements (100/300/100). Ability to sit, stand, and walk for extended periods during meetings, food distribution, and site visits. Compensation: $24.00-$25.00 per hour. Compensation is commensurate with skills and experience. Location & Typical Working Conditions: Community On-Site (40% of time): Provide direct assistance to community members with Oregon Health Plan applications, renewal, and systems navigation. Conduct outreach, lead community tabling events, attend in-person trainings, community partner meetings, etc. In office (40% of time): In office work is located at EPHC's office in Gresham, OR and is required for staff meetings, department meetings, community events, participant meetings & application assistance, and other additional duties requiring in office work. Remote from home (20% of time): This position may allow remote work from home for administrative tasks such as data entry, expense report submission, funder report writing, and partner and work-related virtual meetings. Note: Remote work is dependent on performance and may be revoked at supervisors' discretion.
