Position Overview

KēSTA I.T. is seeking an experienced Technical Program Manager 2 to lead the successful execution and delivery of complex, enterprise-level technology programs and projects.

In this role, you will collaborate with product managers, development managers, architects, engineering teams, and key stakeholders to ensure technology solutions meet expectations for quality, timeline, cost, architecture, and performance. You will coordinate cross-functional teams across multiple departments, providing leadership and direction throughout the solution development and deployment lifecycle.

This position requires a strong technical foundation, exceptional leadership capabilities, and the ability to navigate complex technology initiatives involving multiple teams, competing priorities, and organizational dependencies.

You will work closely with stakeholders to define requirements, establish budgets and timelines, manage resources, and communicate project progress while ensuring successful delivery against established commitments.

Key Responsibilities

• Provide leadership throughout solution development and deployment.
• Ensure program and project requirements are clearly identified, documented, and followed from inception through delivery.
• Assist program leaders in validating project scope, schedules, resource plans, and statements of work.
• Define project tasks, priorities, and execution strategies.
• Collaborate with functional managers to identify and coordinate project managers and engineering team members.
• Champion development processes and ensure solutions are delivered according to established commitments and approved standards.
• Partner with development leadership to oversee, prioritize, and deliver work products, including iteration and release planning.
• Lead project reviews to assess schedules, solution architecture, and adherence to established processes.
• Continuously assess project risks, develop mitigation strategies, and manage dependencies across teams and initiatives.
• Build collaborative relationships with stakeholders and provide clear communication regarding project status, risks, and delivery expectations.

Required Qualifications

• Bachelor's degree in a related field or equivalent professional experience.
• Six or more years of technical program or project management experience in areas relevant to IT, such as Java development, network engineering, infrastructure development, or similar disciplines.
• At least three years of experience in a management or leadership role with project management responsibilities.
• Relevant hands-on technical experience as a software developer, network engineer, systems engineer, security analyst, or in a comparable technical discipline.
• Demonstrated track record of successfully executing complex projects, particularly enterprise-level applications.
• Excellent verbal, written, and presentation communication skills.
• Proven ability to build collaborative relationships across teams and departments.
• Ability to negotiate effectively and positively influence individuals at all organizational levels.
• Strong analytical skills and the ability to evaluate complex information.
• Critical-thinking skills, including the ability to break down complex problems into clear technology strategies and solutions.
• Broad technical background and a solid understanding of architecture and systems concepts.
• Strong project planning, organization, communication, team motivation, and delegation skills.
• Goal-oriented, action-focused, pragmatic, and self-disciplined approach to work.

Preferred Qualifications

• Master's degree in a related field.
• Recognized project management certification.

Work Environment & Physical Requirements

• This position operates in a professional office environment.
• The role may require extended periods of sitting, along with regular use of computer monitors and other equipment.
