In this role, you will be closely partnered with the Leaves & Accommodation team and the Employee & Labor Relations (ELR) team, serving as a trusted resource to employees and supervisors navigating complex, sensitive processes. As a HR Analyst - Leaves, Accommodations and Employee & Labor Relations, you will actively apply these principles in all aspects of your work.

Job Duties:

What You Will Be Doing:

  • Support leave program administration: Assist the Senior HR Analyst in maintaining an integrated leaves administration program along with providing division-wide guidance on King County leave programs, including FMLA, KCFML, PPL, WAPFML, workers' compensation, transitional duty, and workplace accommodations. Help ensure compliance with union contracts, federal, state, and county requirements and contribute to training materials and resources provided to employees.
  • Coordinate protected leave processes: Serve as a key point of contact for employees and supervisors by gathering documentation, tracking leave usage, preparing eligibility information, and coordinating with payroll for accurate coding and leave donations. Elevate complex or sensitive cases to the Senior HR Analyst for review.
  • Maintain tracking systems and reporting: Help implement, update, and monitor leave-related databases. Prepare recurring reports, metrics, and data summaries to support decision-making and compliance tracking.
  • Assist with the accommodations process: Partner with the Senior HR Analyst and Disability Services to support the interactive process. Coordinate meetings, gather documentation, and help track progress for reassignment or medical separation processes.
  • Manage documentation and HR tools: Use Word, Excel, SharePoint, NEOGOV, PeopleSoft, Laserfiche, and Power BI to create and maintain documents, spreadsheets, tracking tools, and records. Support process improvements and ensure accurate, organized information management.

In support of the Employee and Labor Relations team, you will:

  • Triage incoming matters for the ELR team: Provide guidance and early-stage support on workplace relationship and performance concerns, including employee and supervisor issues; offer initial recommendations, tools, and available options to work units.
  • Support ELR documentation: Proofread and format ELR communications; take notes during investigations, DSRGs, fact-finding meetings, negotiations, and grievances. Advise and train on compliance with union contracts, county code, employment law, and other applicable policies and procedures; including designing, developing and delivering trainings, as well as creating training materials, manuals and resources with the ELR team.
  • Manage ELR data, processes and records: Enter/extract data in Origami; develop and maintain ELR processes, seniority lists, discipline comparator files, templates, and standardized ELR forms.
  • Coordinate Labor Management Committees (LMC) and meetings: Schedule LMCs, support subcommittees, take notes, conduct research, post materials to SharePoint sites and update webpages.
  • Assist investigations and grievances: Assist with fact finding processes, prepare timelines, gather research, document employee histories, and support pre-grievance work.
  • Support bargaining and HR systems: Populate bargaining templates, gather comparator data, assist with costing models, and maintain ELR tools using Word, Excel, SharePoint, NEOGOV, PeopleSoft, Laserfiche, and Power BI.

This position will also assist in the coordination of other HR Service Delivery projects and programs:

  • Annual Performance Appraisal program
  • Merit Over Top (MOT) coordination
  • Compensation and classification activities
  • Executive Leave program
  • PeopleSoft entries and reporting support

Experience, Qualifications, Knowledge, Skills:

Qualifications You Bring:

  • Increasingly responsible human resources generalist experience, with a strong emphasis on research and analysis within a large-scale organization.
  • Exceptional attention to detail - meticulous accuracy in documentation, case management, and compliance tracking, ensuring error free processing across high-volume HR operations.
  • Applied knowledge of Local, State and Federal Leave laws (e.g., KCFML, WAPFML, ADA, FMLA), employment laws and regulations.
  • Competent skills using Human Resource Information Systems and data visualization tools (e.g., PeopleSoft, PowerBI).
  • Proficient skills using Microsoft programs for document and spreadsheet production, presentation development, project management, and data analysis (e.g., Word, Excel, PowerPoint, Outlook, and SharePoint).
  • Skill in effective time management and the ability to work daily in a fast-paced environment with multiple competing priorities and sensitive situations.
  • Demonstrated ability to apply excellent customer service, oral and written communication, organizational and negotiation skills, including the ability to work productively with different levels of management and staff during challenging conditions.
  • Experience and demonstrated ability to work effectively and collaboratively with a variety of individuals from diverse backgrounds, including sensitivity to and knowledge of various ethnic, cultural, and socioeconomic backgrounds.

  • Knowledge of King County Benefits, Retirement, Claims and Disability Services, including knowledge of long-term disability insurance, disability retirement, and other employee benefits eligibility and procedures.
  • Experience with employee relations and workplace investigations.

Work Conditions:

  • Work Location: The WTD Human Resource team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on the business needs and is subject to change. The primary onsite location is the King Street Center - 201 S. Jackson St, Seattle, WA 98104, additional onsite locations may include: West Point Treatment Plant, 1400 Discovery Park Blvd. Seattle, South Treatment Plant 1200 Monster Road S.W., Renton, Brightwater Treatment Plant 22505 State Route 9 S.E., Woodinville.
