Description Position Title: Community Planner Reports to Operations Manager Location Fort Bragg, NC Work Schedule Full-Time, Monday – Friday, 8:00 AM to 4:30 PM FLSA Status Non-Exempt Position Summary Aldevra is currently seeking a qualified Community Planner to support the United States Army Reserve (USAR) in Fort Bragg, NC. We are looking for someone who brings a positive attitude, strong attention to detail, clear communication, and a willingness to jump in where needed. This position is contingent upon contract award Duties And Responsibilities The essential functions include, but are not limited to the following: Develop recommendations to inform the United States Army Reserve Command (USARC) subordinate commands and installations stakeholders in the development of their Real Property Master Plans (RPMP) using knowledge and guidance necessary to complete a corporate RPMP and other Master Planning deliverables for the United States Army Reserve (USAR). Develop recommendations to inform courses of action that resolve issues regarding the stationing and training of units, facility utilization, facility revitalization, and environmental concerns. Perform in-depth technical assessments of Army Reserve facilities in accordance with the Unified Facilities Criteria (UFC) Installation Master Planning 2-100-01 using practical knowledge of construction practices, methods, and techniques. As part of the study, develop recommendations to inform installation plans by applying knowledge of USAR policy directives, Army Reserve component missions, units, organizations, and capabilities. Perform in-depth Requirements Analysis of category codes using AR 140483 and category code characteristics in RPLANS to calculate requirements based on populations from ASIP. Results should be documented in an Army Information Paper. Requirements Analysis recommendations help inform Master Planning at each Installation. Gather information from DPW and Army Reserve Funded Installations (ARFI) planners to develop and validate project documentation for Reserve facility construction or modification, ensuring compliance with Army standards, site requirements, space needs, and functional design. Conduct site visits to verify existing conditions of applicable assets to ensure previous recommendations are accurate and valid. Review Master Planning documents for consistency with UFC 2-100-01. Prepare recommendations for the improvement of these plans. Develop recommendations to inform USARC stakeholders with the planning of assigned projects from both the fiscal and schedule perspectives. Develop recommendations for Army Reserve facility projects, coordinate with key stakeholders to ensure program and quality requirements are met, and conduct site visits to evaluate compliance with Army regulations and directives. Facility Requirements Management. Develop program recommendations to inform USARC stakeholders for military construction requirement assessment, validation, and documentation. Develop recommendations for master planning, real property, and asset management programs to support timely and efficient execution of Army Reserve construction, real estate, and related program actions. Keep the Strategic Planning and Integration Branch Chief informed of all progress associated with the MCAR, Real Estate, and Assets Management actions through preparation of documentation (such as Master Facilities List and Project Sheets, Concept Discussion Papers, Information Papers), and preparing and conduct briefings. Review requests and documentation for accuracy and consistency, assess impacts on future real estate needs, and brief Army Reserve leadership on facility conditions, locations, and readiness requirements. Develop recommendations associated with MCAR, Real Estate and Asset Management Programs. Maintain Army Reserve master planning summaries, review real estate actions, coordinate meetings and project timelines, support property acquisition/disposal recommendations, conduct site visits, and recommend policy updates. Provide facility planning support to USARC G-3/5/7, ARIMD Master Planners, Readiness Divisions, and ARFIs. Process PAX and MILCON planning data; develop reports, maps, and GIS products using ASIP, RPLANS, PAX, and other sources; and coordinate data distribution across USARC, ARIMD, and Installation/Readiness Division staff. Assist RD and ARFI facility planners with annual training on ASIP, RPLANS, ISR-I, HQIIS, GFEBS, and USAR systems. Validate real property and MILCON requirements and assess user capabilities affecting Army Reserve facility data quality during site visits. Travel to and facilitate the execution of the Real Property Planning Board. Coordinate with Readiness Division’s DPW and ARFIs to synchronize project status and proposal slides. Assist in ensuring that the RPMP reflects any changes in the USAR mission and projects growth or reduction in accordance with the Commanding General’s guidance. All other duties as assigned. Requirements Security Requirements Must be able to obtain CAC clearance. This position requires passing an extensive background check. Mental And Physical Requirements This position is based in an office environment, primarily involving computer work, meetings, and collaboration with team members. Ability to perform prolonged computer-based work, including use of a keyboard, mouse, telephone, and other standard office equipment. Ability to attend meetings and briefings throughout the assigned work location. May require extended periods of sitting or standing associated with office work, meetings, briefings, and travel. Ability to manage multiple priorities, deadlines, taskers, and deliverables simultaneously. Ability to exercise independent judgment and make decisions within established policies and procedures. Ability to communicate clearly and professionally with Government leadership, functional staff, and contractor personnel. Ability to prepare, review, and interpret reports, briefings, spreadsheets, policies, and other technical or administrative documents. Ability to lead and coordinate geographically dispersed personnel and multiple functional workstreams. Qualifications Associates degree in in Urban or Regional Planning, Community Planning, Geography, Architecture, Engineering Technology, Construction Management, Facilities Management, or a related discipline preferred; equivalent relevant military, DoD, facilities planning, or installation planning experience may be substituted for education. Experience in installation master planning, community planning, facilities planning, or real property planning, preferably in an Army or DoD environment. Knowledge of Army Reserve facility planning and real property requirements, including AR 140‑483 or comparable Army facilities guidance. Ability to review project documentation, DD Forms 1390/1391, Project Management Plans, master plans, and supporting construction documentation. Knowledge of basic construction practices, methods, techniques, site development, and facility design considerations.
