ESSENTIAL JOB FUNCTIONS
CDSA Transitions Processing of year‑round CDSA referrals, including preschool clinic, TPCs, observations, etc. Coordinating, processing, scheduling, and attending TPCs with WS EI CDSA Service Coordinators. Traveling to homes, daycares, and other natural environments for TPC meetings. Conducting and documenting developmental observations for the incoming students from EI program. Meeting with families, serving as a LEA Rep. for TPCs; communicating to the families, local agencies, and other private providers regarding DCS and NC IDEA policies and procedures for Part B to Part C transitions, educational/medical services, and specific program information. Review of all intake information; determination of assessments needed; coordination of screenings; oversight of all the relevant paperwork needed for the referral process to be completed in compliance with IDEA requirements for Part B and Part C transitions requirements and timeline. Coordination, supervision, and compliance audits for the entire Part B to Part C transition process, from CDSA notifications to the Eligibility Determination/Initial Placements, for all the incoming EI referrals residing in Davidson County Schools catchment area. Attending all the referral meetings; scheduling and coordinating referral meetings with related service providers and families; serving as a required BK teacher representative for all the global evaluations for CDSA intakes and conducting vision screenings. Responsible for overseeing and assuring compliance with and reporting of the Indicator 12 (3 rd birthday timeline for CDSA referrals). Working closely with WS CDSA staff on continuous improvement, changes in intake procedures, and compliance issues. Placement and site assignment of all the qualified CDSA referrals. Audit of all the required EC paperwork, compliance monitoring, serving as LEA Rep. for all the classroom placements; interpreting testing information to parents at the eligibility meeting. Maintaining data for all the CDSA referrals, TPCs, intakes and compliance with Indicator 12. PK Referrals Year‑round intakes, referrals, and preschool clinic. Coordination of all the aspects of intakes, referrals, assessments, initial placements, site assignments: oversight of the entire process from start to finish for all the community/physicians/private and local agencies/other in‑state and out‑of‑states sources/daycare/private schools/etc. Coordination of screenings, child observations, determination of the need for assessments. Collaboration with related service providers and other relevant agencies/DCS EC staff to provide support needed, input, and conduct appropriate screenings/assessments for all the non‑CDSA PK referrals in DCS district. Working closely and communicating with physicians, local agencies, private providers, families, and schools to help provide all the needed information regarding DCS PK referral process, medical vs. educational model of services. Development, revision, and implementation of DCS PK intake policies and procedures in accordance with NC guideline and federal IDEA requirements. PK Program Implementation and Support Development of policies and procedures from initial intake to transition to kindergarten. PK teacher support from curriculum implementation, assessment, to TA support for assistive technology, behavior observations, referral process for NCPK students, etc. Support and problem solving with parents, teachers, EC staff, principals, other school based personnel, and local agencies regarding PK related issues. PK staff development. Program expansion, compliance, and development. PK grant. Indicators 7, 12, and 11. EC paperwork audit for PK program. Implementation, training, oversight of new policies and procedures. Development and implementation of PK to K transition procedures for DCS. Oversight of all the initial evaluations/re‑evaluations/placements/assessments/observations/screenings for all the PK students in DCS. Coordination of homebound and daycare‑based EC PK services. Oversight and support of EC and EC/NCPK blended classrooms. Assist with NCPK and EC PK budget and appropriation of funds. Working with other departments within DCS, i.e. transportation, maintenance, HR, finance, etc. Attend workshops, trainings, and annual and quarterly regional and state PK coordinators meetings related to all the aspects of PK program implementation, policies and procedures, best practices, and compliance. Implementation of all the steps in PK to K transition process from ECL observations and recommendation to principal notifications regarding incoming students transitioning from PK to K. Assist principals and assistant principals with all the preschool related issues. NCPK Program Administration Member of the advisory committee, representing DCS. Collaborating and working closely with NCPK program administrators for Davidson County. Staff development for the Smart Start and local private daycare sites to provide information and TA assistance needed to support PK students with special needs outside of DCS sites, reinforce better understanding of DCS PK program intake procedures, and to create positive collaboration and understanding within PK community in Davidson County. Observations/consultative support for private daycare centers within Davidson County. Daycare licensure process and related issues. Required state reporting for NCPK completed monthly, quarterly, and annually. Providing support to school administrators with related paperwork, issues, questions, and support needed for the schools with NCPK/EC blended classrooms. Implementation and oversight of the regular education PK EC referral process for struggling students in blended PK classrooms and SI services. Inspections, collaboration and work with the county and state daycare licensure consultants. DCS AAC/AT Interdisciplinary Team Attend monthly meetings. Assist DCS staff with AAC/AT referrals. Attend workshops sponsored by NC DPI EC Division. Serve as primary contact between school staff and outside providers/companies if additional assistance is needed with Aug Communications evaluations. Qualifications Bachelor’s Degree in Birth to K or Preschool add‑on certification. Master’s Degree preferred. Minimum of five years teaching experience in a preschool classroom that serves exceptional children. Experience in working with adult learners. Miscellaneous Assist with CIPP audit. PK transfers in/out of state. Staff development and training, including SLPs serving PK students, school age EC staff involved in transitions from PK to K, ECLs. Help problem‑solve, support, and collaborate with related service providers, school psychologists, interpreters, and contracted EC staff regarding PK related issues. Attend IEP meetings; serve as LEA as needed, including for new and contracted PK staff, SLPs to assure compliance. PK problem‑solving process. Support and problem‑solve to assist EC staff with compliance issues. Responsible for dissemination, administration, continuous improvement, and implementation of DCS preschool program.ADDITIONAL JOB FUNCTIONS
